Importance of Libraries

Libraries play a pivotal role in fostering education, knowledge dissemination, and community development. They serve as hubs for learning, providing resources and spaces that empower individuals and communities to access information, enhance literacy, and engage in lifelong learning. In Uganda, where diverse communities thrive, the presence and accessibility of libraries become crucial in bridging educational gaps, supporting literacy initiatives, and contributing to overall socio-economic development.

Current Library Landscape in Uganda

Despite the recognized importance of libraries, there may be challenges in tracking the existing libraries across the country. The distribution, types, and resources available in public and community libraries may vary, and a comprehensive mapping initiative can shed light on the current state of these invaluable community assets.

Objective

The primary objective of this project is to create a detailed and up-to-date map of both public and community libraries in Uganda. By doing so, the project aims to:

  1. Create and maintain a mutually beneficial partnership with COLAU ;
  2. Train participating members of COLAU on methods of data collection and introduce them to Wikimedia projects namely Wikidata, Wikipedia and Wikimedia Commons ;
  3. Enhance Accessibility: Facilitate easy access to information about library locations, services, and resources for residents across different regions of Uganda.
  4. Support Educational Initiatives: Provide a valuable tool for educators, students, and researchers to identify and utilize library services for academic and personal development.
  5. Community Empowerment: Empower local communities by showcasing the significance of libraries as centers for knowledge, culture, and community engagement.

Significance of Mapping Libraries

The mapping initiative is a proactive step towards addressing challenges related to uneven library distribution, resource disparities, and the need for targeted development efforts. By creating a comprehensive map and capturing different attributes, stakeholders can make informed decisions regarding resource allocation, infrastructure development, and community engagement strategies. This project recognizes the dynamic role of libraries in shaping the intellectual and cultural landscape of Uganda, and aims to contribute to the broader goals of promoting education, literacy, and community development.

Project Scope

Geographical Coverage

This mapping project will encompass all regions, districts, and municipalities across Uganda. The aim is to ensure comprehensive coverage, allowing for an inclusive representation of both urban and rural areas.

Types of Libraries

Distinguishing between public and community libraries is essential for a nuanced understanding of the library landscape. Definitions will be established to differentiate these types, acknowledging that community libraries may take various forms, including school-based, religious, or grassroots initiatives.

Methodology

  1. Data Scoping. This process shall involve identifying already available data and data gaps to be covered. We shall identify places that already exist and determine which attributes are missing and to know which areas to focus on more.
  2. Data Collection. Data collection will involve a combination of on-site visits, interviews with library staff and community leaders, and collaboration with local authorities. Information will be gathered on library locations, services offered, available resources, and community engagement activities.
  3. Collaboration. Collaboration with government agencies, non-profit organizations, and community leaders is crucial for obtaining accurate data. Establishing partnerships will also aid in fostering community involvement and ensuring the sustainability of the project.

Products

Interactive Map

Utilizing Geographic Information System (GIS) technology, an interactive map will be developed. Users will have access to features such as search filters, categories (public/community), and detailed information about each library, including operating hours and available resources.

Data Upload to Wikimedia Projects

The data collected, shall be used to create Wikidata Items and updating items plus Wikipedia Articles, Images taken shall be uploaded to Wikimedia Commons then added to the different articles and items.

Challenges and Mitigation Strategies

  1. Data Accuracy. Implementing a robust verification process and regularly updating the information will address challenges related to data accuracy.
  2. Community Engagement. Developing strategies to actively involve communities in the mapping process will help overcome potential barriers and ensure the project's success.

Project Timeline & Activities

A detailed timeline is being worked on, outlining key milestones, including data collection, map development, and project completion. The project is to be executed in phases by regions in Uganda starting and benching marking with the Central region. Flexibility will be incorporated to adapt to unforeseen challenges.
