Wikimedia CEE Spring 2017/Rules
Rules on international level
edit- CEE Spring 2017 is a set of local contests, however internationally coordinated.
- Local contests are organized in a way to select winners before 30 June 2017.
- In order to join the CEE Spring 2017 a chapter, an established or not-established user group:
- selects one person as a coordinator; this person is ready to reveal to the Wikimedia Austria office their full name, contact address and bank account number to be used for money transfers
- prepares the set of rules of local contest and presents them to the international organisers for acceptance.
- prepares (preferably together with their community) a list of exactly 100 articles in exactly 10 categories about their countries to translate/create before 15 March 2017.
- decides about the method of selection of local winners, however it must be clearly defined and accepted by the international coordination committee.
- presents to Wikimedia Austria originals or scanned copies of the invoices, for which they get reimbursed or provide an account in an online shop with a full shopping basket, so that only the payment details need be added by the payment processor. The shop must be capable of providing an invoice.
Rules on local level
editLocal coordinators have freedom in creating local rules, as long as they are feasible and go along with international rules.
Albania

- Each user can participate in the competition, the jury and other organizers are not eligible to receive prizes
- Edits should be written with a regular Albanian and complete Wikipedia rules;
- Only the items listed in the CEE Spring Lists will receive points;
- The article should be at least 2,500 bytes and a minimum of 200 words.
- The jury rating score ranges from 1 to 5.
- Items should be created between 21 March 2017 and 31 May 2017.
Austria

- First three winners are awarded prizes from the Wikipedia Store, organisers can't win prizes
- Writing or improving an article with at least 2 kB is worth 1 point
- Writing or improving an article with at least 6 kB is worth 5 points (in order to encourage well written articles over smaller ones)
- Articles about topics from Austria don't count
- The articles have to be about notable topics and use sources
Azerbaijan

- Any user can participate in contest, jury and other organizers are not entitled to prizes
- Articles shall be created between March 21, 2017 0:00 and May 31, 2017 23:59
- In the standings of the competition are only newly created articles.
- Articles should not be about Azerbaijan
- Article should not be copyvio
- The article should be at least 2,000 bytes and a minimum of 200 words.
- In an article should be sources
- The article should not consist of machine translation
- Each article receives 1 point, additional points are not provided
- Prizes will be awarded to the first five participants with the highest number of articles
- Participants from other language projects who create the highest number of articles, but not less than 5, and not stub, in their home wiki about Azerbaijan will be awarded by Azerbaijani Wikimedians User Group
Bashkortostan

- Any user can participate in contest.
- Articles shall be created between March 21, 2017 0:00 and May 31, 2017 23:59
- In the standings of the competition are newly created articles and improved articles. We will take into account the contribution of the user in bytes.
- Articles should not be about Bashkortostan
- Article should not be copyvio
- The article should be at least 3,500 bytes and a minimum of 300 words.
- In an article should be sources
- The article should not consist of machine translation
- The number of points equal to the sum of all contributions of the participant and divided by 10000.
Example: Raushania wrote 4 articles. The sum of all articles is 48362 bytes. Raushania has 4.6 points. Plus 5 points as a new participant. Total 9.6 points.
- Prizes will be given to all participants who received at least 5 points.
Belarus

- The article should not consist of machine translation
- Articles about Belarus do not take part in the contest.
From each category will be a winner:
- The best (new) article (judged by jury)

- Must have at least 300 words added (articles should have been significantly improved - spelling, grammar, formatting and other small fixes are excluded)
- Have to be created (expanded) between 21 March, 0:00 UTC+2 and 31 May, 23:59 UTC+2, 2017
- Have to be written in plain language, and not translated with online translators
- Must not violate copyright rules
- Must refer to participating countries in the current competition (articles for Bulgaria are excluded)
- Criteria for selection of the winners:
- Best new article
- User with the greatest number of new and/or significantly improved articles
- The greatest amount of added information in bytes (including text, tables, external links, photos, etc.)
- Best new entrant (with less than 400 edits in main namespace before the contest)
- The greatest amount of added information related to significant women from the region

- It should contain references, dubious claims should be verifiable using references in article.
- It can not be machine translated or written in very poor language.
- Article should not be copyvio, contain long citations or plagiarism.
Prizes will be awarded for the following categories (One user can win only in one category):
- Most contributions during contest (Bytes added);
- Most contributions during contest by new user (Bytes added);
- Most contributions during contest by woman user (Bytes added);
- Best article about women from lists (Article size 3000 bytes or more, excluding templates);
Greece

The contest will be held for the following categories:
- Best new article
- Largest number of new articles created
- Largest volume of material added in bytes (including text, tables, external links, images/photos e.t.c.)
- Best new entrant (less than 400 edits in the main namespace before the start of the contest)
- Largest volume of material added related to notable women from the region
The best new article will be chosen by a jury. Each participant can receive a prize only in one (1) category, with the rest of his/her prizes (if any) going to the second user (or even third, if the 1st and 2nd have already received a prize) so that more users with significant contribution & effort will receive a prize. In case there is a participant whose contribution is significantly greater than the rest, and/or achieves first place in more than one categories, he/she will be awarded a "Most valuable participant" prize (second to the one already won).
Articles submitted to the contest must meet the following requirements:
- Articles shall be created between between midnight (00:01) March 21, 2017 and 23:59 on May 31, 2017.
- At least 300 words have been added.
- Comply with the rules of Wikipedia, for example, notability, verifiability, and formatting rules.
- Are written in plain language, and not translated by automatic translators.
- Must not violate copyrights.
- Article subject is in the lists of countries participating in the competition of the Central and Eastern European region.
- Not from the list for Greece.
- The organizers and the jury cannot receive prizes/awards.
Hungary

- The article conforms to established rules regarding structure and content:
- Good spelling and wording
- Properly categorized and includes infobox (if available for topic)
- Illustrations, if available, are preferably free licenced (for use of non-free content, see: hu:WP:NEMSZABAD)
- The article contains trustworthy sources
- Article text or illustrations cannot be copyright violations
- Articles about Hungary will not be accepted
Winners will be selected from following categories:
- Editors expanding already existing articles to Featured or Good Article status
- New articles
- Special prize will be given to a new editor (newly registered or did not have significant contribution to Wikipedia prior to CEE Spring) for the best quality article
Kosovo

- Any user can participate in the contest, jury and other organizers are not entitled to prizes.
- Articles are written comprehensively
- Edits must be written in good Albanian and abide by Wikipedia rules
- Only articles listed on the country lists of CEE Spring will be awarded points
- Edits should be at least 2,500 bytes and a minimum of 200 words.
- Evaluation points from the jury are in the range of 1 to 5
- Articles should be created between March 21, 2017 and May 31, 2017
Latvia
edit- Any user can participate in contest, jury and other organizers are not entitled to prizes
- Articles shall be created between March 21, 2016 0:00 and May 31, 2016 23:59 local time
- Articles should be about CEE topic except for Latvia
- Article should meet the requirements of Wikipedia guidelines and formatting style:
- Topics should be notable
- It should contain references, dubious claims should be verifiable using references in article.
- It can not be machine translated or written in very poor language.
- Article should not be copyvio, contain long citations or plagiarism.
Prizes will be awarded for the following categories (one user can win in no more than 2 categories):
- Best article created during the contest (awarded by jury)
- Most contributions during contest (bytes added)
- Most contributions during contest by new user (400 edits or less before start of contest, bytes added)
- Most articles created from lists
- Most articles created from lists by new user (400 edits or less before start of contest)
- Most women biographies created
- Lottery between all users who have created at least one article about each country. It would be their responsibility to register their progress in covering all countries in dedicated page.
Organizers reserve right to exclude participants who are creating very short articles or using lots of tables to blatantly game the system.
Macedonia
edit- Any registered user can participate, except for the members of the jury and the organizers of the contest
- Only articles listed on the country lists of CEE Spring will be awarded points
- Evaluation points from the jury is in the range of 1 to 10
- Creation articles with bots is forbidden
- Changes to and creation of articles have to comply with local guidelines
Prizes will be awarded for the following categories (one user can win in no more than 2 categories):
- First place according jury points
- Second place according jury points
- Third place according jury points
- Best article created during the contest (awarded by jury)
- Best newcomer (with less than 50 edits in total before the official start of the contest)
- Most new articles created during the contest
- Special prize for writing articles about all of the participants

- It is not allowed to copy or in any other way transcribe articles already existing on the Wikipedia editions of related languages.
- Articles not in line with the theme of the competition will not be graded.
- Each article will get from 0 to 2 points, but then the sum of points will be multiplied by the number of added bytes of written or improved article (whether the articles are written in Latin/Cyrillic, we will take in consideration Cyrillic version).
- Jury are composed from three experienced Wikipedians.
- Applications are opened during the entire competition.
Awards are provided for participants with the biggest sum of points:
- First prize: Tablet
- Second prize: External hard disc
- Third prize: Bluetooth speaker
- Appreciation: Book
- Appreciation: External battery
Note: Republic of Srpska and Serbia are organizing together one competition on Serbian Wikipedia.
Romanian

- Any user registered at Wikipedia can participate. Organisers can participate, but cannot get prizes.
- Articles should be written between 00:01 March 21 and 23:59 May 31, 2017.
- Articles should be written on a topic related to any country in Central and Eastern Europe listed here: Wikimedia CEE Spring 2017/Article Lists, except Romania and Moldova.
- Articles should follow basic standards of Romanian Wikipedia:
- to be written in Romanian; automated translations are disqualified;
- to describe a notable topic;
- to contain verifiable information;
- to follow Wikipedia's Manual of Style;
- to not contain copyvio text.
- New articles with a total of at least 200 words of prose are accepted, as well as existent articles that were extended at least ten times (in bytes).
- The points are counted as follows:
- Every new article: 1 point.
- Every existent (as of March 21) article that has been extended ten times in bytes: 1 point.
- Outstanding formatting or orthographic issues in an article: -0.8 points.
- Proper use of {{Wikimedia CEE Spring 2017}} in an article's talk page: 0.2 points.
- Prize categories:
- Overall winner: who gets most points.
- Special prize for beginners: who gets more points among users with less than 100 contributions to mainspace at the beginning of the contest (March 21, 2017).
- Special prize for diversity: who gets more points among users that wrote at least one article about all the countries and regions participating in the contest: Wikimedia CEE Spring 2017/Article Lists
- Special prize "Women in Red": who wrote most articles on women biographies of any of the countries and regions participating in the contest: Wikimedia CEE Spring 2017/Article Lists
- Special prize "1918": who wrote most articles on World War I of any of the countries and regions participating in the contest: Wikimedia CEE Spring 2017/Article Lists

- Any user can participate in contest, except the jury and the organizers.
- Applications are opened during the entire competition.
- Articles should contain verifiable information and follow Wikipedia's Manual of Style.
- Prizes will be awarded the first five participants with the highest points.
- New articles well as existent articles that were extended are accepted; the scoring will be as follows:
30 points for each new article created/extended |

Ukraine

- Articles shall be created between March 21, 2016 0:00 EET and May 31, 2016 23:59 EEST.
- Any registered user with knowledge of Ukrainian can participate, except for the organisers and jury members.
- Participants cannot edit articles of each other.
- Articles about Ukraine do not take part in the contest.
- Articles have to comply with local rules on notability, language style, non-plagiarism and sources.
- The jury will take into account completeness, structuring, verifiability of the articles and do not take mark-up.
- Articles should have 3500 bytes at minimum with coefficient "0,8" for 3500-5000 bytes (or if a list), "1" for 5000-10000 bytes, "1,1" for more than 10000 bytes.
- Each article will get from 0 to 2 points, then the sum of points will be multiplied by the (number of bytes written or amended article)/1000 and the size coefficient. If the article belongs to the proposed articles list, its points will be multiplied by 2.
- Jury are composed from experienced Wikipedians (3 at the beginning of the contest, with possibility of new jurors to join).
Awards are provided for participants with the biggest sum of points:
- Prizes (certificates for books) for winners of the 'countries' and article categories
- Small prizes for all participants who create >5 articles.
