Free journalism is under pressure, and in Europe too. Non only because of political elites – suffice to think about the media crackdown in Putin’s Russia or in Erdogan’s Turkey, as well as in conservatives’ Hungary and Poland – but also due to financial hardships. More and more journalists find themselves under pressure by media owners or are pushed to self-censorship for lack of job security. Or their work is hindered by their media’s financial troubles – this is the case of the historic Yugoslav news agency Tanjug, which after 72 years risks closing down for lack of investors.

But if the quality of information diminishes, the quality of democracy is also affected. To maintain the guard high, one of the roads to follow is the one of innovation and the web. Not only in the sense of today’s omnipresent social media, but also by contributing to Wikipedia – the fifth most visited website worldwide with 18 million clicks per months, and the first non-profit one – to ensure that the most updated and detailed information on the state of press and media freedom are at a click distance from the citizen. That’s the reason of the alliance between Wikimedia Italia (WMI), the Italian-language chapter, and Osservatorio Balcani e Caucaso (OBC), a think tank based in Rovereto (Italy) with a keen interest to the themes of press and media freedom in East and South East Europe. For six months starting in October 2015 OBC hosts a Wikipedian in Residence, thanks to a scholarship provided by the European Centre for Press and Media Freedom (ECPMF) project, financed by the European Commission.

The aim is to create, expand and update those Wikipedia articles in English and Italian languages related to the media system and their freedom in the countries of East and South East Europe – from the EU member states to Russia, Turkey, and the Caucasus. The facilitation of relations with other wikipedians will also ensure that such information is spread in other linguistic versions, to be immediately accessible to the wider public. In this way, the impact of the periodic monitoring reports on press and media freedom by several independent organisations will be maximised through their citation in Wikipedia.

The effort has already born its first fruits. In the upcoming period to Turkey’s snap elections, the page related to Censorship in Turkey has been updated with the data by the Turkish news agency Bianet about the ongoing media crackdown (101 websites, 40 twitter accounts, 178 news items censored; 21 journalists, 3 media, and 1 publishing house attacked; 28 journalists brought to trial, with a six-time increase in arrests of media personnel). The updated page has recorded more than 2,000 visits in the first ten days.

Similarly, the Wikipedia articles concerning the media systems of Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Macedonia, Albania and Greece, as well as the article on Media freedom in Serbia, which has also been translated in Serbo-Croatian.

Moreover, November 2 (the International Day to End Impunity for Crimes against Journalists) and December 15 (the Remembrance Day of Journalists Killed in the Line of Duty, in Russia) have been occasions to provide multilingual translations of the biographies of journalists who paid their engagement towards freedom of information with their life: among others, Slavko Ćuruvija, Ivo Pukanić, Natalya Estemirova, Georgiy Gongadze and Ihor Kostenko (towards Italian), but also Akhmednabi Akhmednabiyev (towards Russian), Ilaria Alpi and Miran Hrovatin (towards Serbo-Croatian). Further translations are foreseen, thanks to the mobilisation of native-language volunteers Wikipedians. An example of how Wikipedia may be an ally for journalists, in their daily effort as watchdogs of power.

Il giornalismo è sotto pressione, anche in Europa: non solo da parte delle élite politiche – basti pensare al stretta sui media nella Turchia di Erdogan o nella Russia di Putin, o alla situazione nell’Ungheria e nella Polonia dei conservatori – ma anche per via delle ristrettezze economiche. Sono sempre più i giornalisti sotto pressione da parte delle proprietà o costretti all'autocensura per mancanza di sicurezza contrattuale e lavorativa, o ancora messi in difficoltà dalle condizioni finanziarie dei propri media – è il caso dei giornalisti della storica agenzia jugoslava Tanjug, che dopo 72 anni rischia di chiudere i battenti proprio in questi giorni, per mancanza di investitori.

Ma se diminuisce la qualità dell'informazione, ne risente anche la qualità della democrazia. Per tenere alta la guardia, una delle strade è quella di seguire l'innovazione e la rete. Non solo nel senso degli ormai onnipresenti social media, ma anche contribuendo a Wikipedia – quello che, con i suoi 18 milioni di clic al mese è il quinto sito più visitato al mondo e il primo tra i no profit – per far sì che le informazioni più dettagliate ed aggiornate sullo stato della libertà di stampa e di informazione siano sempre a portata di clic. Per questo Wikimedia Italia (WMI), il capitolo italiano dell’associazione dei wikipediani, si è alleata con Osservatorio Balcani e Caucaso (OBC), think tank con sede a Rovereto attento ai temi della libertà del giornalismo in Europa orientale e sud orientale. Da ottobre, per sei mesi, Osservatorio ospita un “wikipediano in residenza” grazie ad una borsa di studio fornita dal progetto European Centre for Press and Media Freedom (ECPMF) finanziato dalla Commissione europea.

L'obiettivo è quello di creare, espandere ed aggiornare le voci di Wikipedia, in lingua inglese ed italiana, relative al sistema dei media e alla loro libertà nei paesi d'Europa orientale e sud-orientale – da quelli che sono già membri UE, fino a Russia, Turchia e Caucaso – e connettersi con altri volontari wikipediani perché tali informazioni siano diffuse anche in altre versioni linguistiche e rese immediatamente accessibili al più ampio pubblico. Ciò per massimizzare l'impatto dei rapporti di monitoraggio sulla libertà di stampa e d'informazione regolarmente prodotti da varie organizzazioni indipendenti.

Un impegno che ha già iniziato a portare i primi frutti: nel periodo delle elezioni turche è stata visitata già più di duemila volte in dieci giorni la pagina wiki in lingua inglese sulla censura in Turchia, aggiornata con i dati trimestrali dell'agenzia turca Bianet sulla stretta repressiva sui media (101 siti, 40 account twitter e 178 notizie censurate; 21 giornalisti, 3 media, e una casa editrice attaccati; 28 giornalisti portati in tribunale, con l'aumento di 6 volte del numero degli arresti).

Allo stesso modo, sono stati pubblicati in lingua inglese gli articoli di Wikipedia relativi al sistema dei media in Slovenia, Croazia, Bosnia ed Erzegovina, Serbia, Montenegro, Kosovo, Macedonia, Albania e Grecia, così come l’articolo sulla Libertà dei media in Serbia, che è già stato tradotto in serbocroato.

Dal 2 novembre, inoltre, in occasione della Giornata Mondiale per la Fine dell'Impunità per i Crimini contro i Giornalisti, la versione in lingua italiana di Wikipedia è stata arricchita con le pagine dedicate a cinque giornalisti che hanno pagato con la vita l'impegno per la libertà d'informazione: Slavko Ćuruvija, Ivo Pukanić, Natalya Estemirova, Georgiy Gongadze e Ihor Kostenko (in italiano), ma anche Akhmednabi Akhmednabiyev (in russo), Ilaria Alpi e Miran Hrovatin (in serbocroato). Ulteriori traduzioni sono previste, grazie alla mobilitazione di volontari wikipediani madrelingua. Tutti esempi di come Wikipedia possa essere un alleato per i giornalisti, nel loro impegno quotidiano come cani da guardia del potere.
