The Wikimedia movement facilitates new volunteer organizing models

Creating an organization from scratch is a hard task. Creating one capable of fulfilling the requirements of a Wikimedia affiliate is even harder. One of the Affiliations Committee's tasks is to make this process an easier one!

It seems like a long time since Wikimedia Deutschland--the first Wikimedia chapter--was founded on June 13, 2004 in Berlin. Since then, 39 chapters (and counting!) have come to life around the world. These groups of volunteers work to support the Wikimedia projects and attract new contributors. By collecting and developing free knowledge under free licenses and disseminating it globally, these chapters engage and empower people in communities around the world. In order to support them and help with "chapter coordination," a Chapters Committee was created in 2006 by a resolution of the Board of Trustees of the Wikimedia Foundation.

In 2012, following a community discussion and a resulting Board of Trustees' resolution, the scope of the Committee was expanded to include thematic organisations and user groups. In accordance with the resolution, the Committee drafted its charter, which was officially approved by the Board in August, thus finalising the transition to the new Affiliations Committee.

The Affiliations Committee is responsible for making recommendations to the Board of Trustees on the recognition, approval and existence of Wikimedia movement affiliates. The Committee also helps Wikimedians from around the world to organize into chapters, thematic organisations or user groups, and to gain official recognition from the Wikimedia Foundation. The Affiliations Committee can guide you through the founding process of your organisation by helping you prepare bylaws; answering questions about what the Foundation expects from an affiliate; providing help and advice on solving common technical, trademark, administrative and community-building issues; and — if appropriate — by approving limited financial support for starting up your activities (covering costs of registration, costs of running first projects, etc.).

Wikimedians are social and like to come together to do amazing things!

What are the main differences between the different models of groups? While chapters support and promote the Wikimedia projects in a specified geographical region or country (for example, Wikimedia Argentina), thematic organisations will support and promote the Wikimedia projects in a specified thematic field or focus area (for example, Wikipedia Astrophysics Editors). User groups, on the other hand, will be loose associations of local volunteers, highly variable, but still within the overall mission of supporting and promoting the Wikimedia projects (for example, a WikiProject Stroopwaffle).

In this way, the Wikimedia movement is making it easier for volunteers to come together offline in whichever model of affiliation is most applicable to their needs. Similarly, this will help more individuals and groups gain a series of advantages, such as recognition as representatives of the movement, the possible use of the Wikimedia trademarks to promote the organization's projects and events, and the possibility of securing grants.

El movimiento Wikimedia facilita nuevos modelos de organización para los voluntarios

Crear una organización de cero es una tarea difícil. Crear una capaz de cumplir con los requisitos de una organización de Wikimedia lo es aún más. ¡Una de las tareas del Comité de Organizaciones de Wikimedia es facilitar este proceso!

Parece que hubiera pasado muchísimo tiempo desde aquel 13 de junio de 2004 en que fue fundado en Berlín Wikimedia Deutschland (Wikimedia Alemania), el primer capítulo de Wikimedia en existir. Desde entonces, voluntarios que se reúnen por todo el mundo han creado 39 capítulos locales (¡y son cada vez más!) para acompañar el crecimiento de los proyectos de Wikimedia y atraer nuevos editores, con el objetivo de facilitar y alentar la recolección y desarrollo de contenido educativo bajo licencia libre o en dominio público, así como difundirlo en forma efectiva y global. Para asistirlos y ayudar a la «coordinación» de los capítulos, la directiva de la Fundación Wikimedia resolvió crear en 2006 un Co m ité de Capítulos.

Como consecuencia de un debate dentro de la comunidad, en 2012 una resolución de la directiva de la Fundación amplió el ámbito de acción del Comité para que contemplara también organizaciones temáticas y grupos de usuarios. El Comité elaboró un estatuto para adaptarse a la nueva resolución, y al obtener en agosto la aprobación oficial de la directiva completó su transformación en el nuevo Comité de Organizaciones de Wikimedia (Affiliations Committee).

¿Qué hace ahora el Comité, entonces? El Comité de Organizaciones es el responsable de asesorar a la directiva de la Fundación sobre el reconocimiento, aprobación y existencia de organizaciones asociadas con el movimiento Wikimedia, así como de facilitar su creación. En otras palabras, el Comité ayuda a wikimedistas de todo el mundo a organizarse autónomamente en capítulos, organizaciones temáticas o grupos de usuarios, para luego obtener un reconocimiento oficial de la Fundación Wikimedia. El Comité de Organizaciones puede guiarte en el proceso de creación de tu organización ayudándote con la confección de estatutos, respondiendo preguntas sobre lo que espera la Fundación de una organización asociada, asesorándote para resolver cuestiones técnicas, de marcas, administrativas o de construcción de comunidad e inclusive, si corresponde, proveyendo un limitado aporte financiero que permita poner en marcha las actividades de tu organización (costes de inscripción, fondos necesarios para los primeros proyectos, etc.).

¡Los wikimedistas son sociables por naturaleza, y gustan de juntarse para poder lograr cosas maravillosas!

Ahora bien, ¿cuáles son las principales diferencias entre los diversos modelos de organizaciones? Veamos, mientras los capítulos apoyan y promueven en general los proyectos Wikimedia en una región geográfica o país en particular (Wikimedia Argentina, por ejemplo), las organizaciones temáticas hacen lo propio en un campo temático específico o área de interés puntual (Editores de Astrofísica en Wikipedia, por ejemplo). Los grupos de usuarios, por último, serán grupos informales de voluntarios, muy heterogéneos, aunque siempre tendrán el objetivo de apoyar y promover los proyectos Wikimedia (por ejemplo, el Wikiproyecto Alfajores).

El movimiento Wikimedia facilita así que los voluntarios se organicen en el modelo que mejor se adapte a sus necesidades, pudiendo obtener una serie de ventajas tales como su reconocimiento como representantes del movimiento, el uso de las marcas registradas de Wikimedia para promocionar sus proyectos y actividades, o acceder a subvenciones.

Neue Beteiligungsformen für Freiwillige in der Wikimedia-Bewegung

Gründung und Aufbau einer Organisation sind harte Arbeit. Dabei die Anforderungen an eine Wikimedia-Partnerorganisation zu erfüllen ist sogar noch schwieriger. Eine der Aufgaben des Affiliations Committee ist es, diesen Prozess zu vereinfachen.

Es scheint wirklich schon ewig her zu sein, dass Wikimedia Deutschland am 13. Juni 2004 in Berlin als allererstes Wikimedia-Chapter gegründet wurde. Mittlerweile gibt es 39 Chapter weltweit – und es werden immer mehr! Diese Gruppen von Freiwilligen schließen sich zusammen, um die Wikimedia-Projekte zu unterstützen und neue Autoren und Benutzer zu gewinnen. Sie erstellen, sammeln und verbreiten Freies Wissen unter Freien Lizenzen und befähigen und ermächtigen dadurch Menschen in Communitys auf der ganzen Welt. Nach einem Beschluss des Vorstands der Wikimedia Foundation wurde 2006 das Chapters Committee (Komitee für die Wikimedia-Fördervereine) gegründet, welches die Chapter seitdem unterstützte und ihnen bei der Koordinierung half.

Im Nachgang zu Diskussionen innerhalb der Community und einem weiteren Beschluss des WMF-Vorstandes wurde der Wirkungsbereich des Komitees 2012 erweitert auf Themenorganisationen und Benutzergruppen. Daraufhin entwickelte das Komitee seine Charta, der Vorstand genehmigte sie und machte damit den Weg frei für den Übergang ins neue Affiliations Committee (Komitee für alle Organisationen und Gruppen im Umfeld der Wikimedia-Bewegung).

Das Komitee gibt dem WMF-Vorstand Empfehlungen hinsichtlich der Anerkennung, Zulassung und Existenz von Wikimedia-zugehörigen Organisationen. Es hilft Wikimedianern aus der ganzen Welt dabei, sich in Chaptern, Themenorganisationen und Benutzergruppen zu organisieren und offiziell von der Wikimedia Foundation anerkannt zu werden. Das Affiliations Committee kann euch durch den Gründungsprozess geleiten und euch dabei helfen, eure Satzung aufzustellen, Fragen zu den Erwartungen der Foundation beantworten, Beratung und Unterstützung bei den üblichen technischen, markenrechtlichen, Verwaltungs- und Community-bezogenen Fragen geben und – gegebenenfalls – eine kleine Startfinanzierung (Kosten für die Eintragung oder für erste Projekte) bereit stellen.

Wikimedianer sind sehr gesellig und arbeiten gerne gemeinsam an grandiosen Dingen!

Aber was sind die wichtigsten Unterschiede zwischen den verschiedenen Gruppen? Während die Chapter Wikimedia-Projekte in einer geografischen Region oder in einem Land (z. B. Wikimedia Argentinien) fördern, konzentrieren sich die Themenorganisationen auf bestimmte Themenbereiche oder fachliche Schwerpunkte (z. B. Wikipedia-Autoren zum Thema Astrophysik). Benutzergruppen wiederum sind lose Zusammenschlüsse von ehrenamtlichen Wikimedia-Autoren, inhaltlich sehr variabel, aber immer noch innerhalb der gemeinsamem Mission zur Unterstützung der Wikimedia-Projekte (z. B. WikiProjekt Stroopwafel).

Auf diese Weise macht es die Wikimedia Bewegung für die Freiwilligen leichter, offline zusammen zu kommen und das Modell der Zugehörigkeit zu wählen, welches am besten zu ihren Bedürfnissen passt. Außerdem verschafft es ihnen eine Reihe von Vorteilen, wie zum Beispiel die Anerkennung als Vertreter der Bewegung, die Verwendung der Wikimedia-Marken um Projekte und Veranstaltung zu bewerben sowie den Zugang zu Stipendien und Fördermitteln.
