Background

Masyarakat Adat or Masyarakat Hukum Adat is the Indonesian term for indigenous people. Indonesian society is comprised of hundreds of indigenous groups; the number varies across governmental institutions, broadly ranging from 700s to 2000s. However, there has not been any national-wide law regulating specifically the indigenous people, especially about their ancestral land and cultural rights. The legal gap has until now caused uncertainty to any land protection and cultural preservation attempt by the indigenous groups to foster their living environment and traditions. Yet, in the lack of the national-wide law, some local governments have approved local regulations for indigenous groups in their jurisdictions.

Goal

This project is an attempt to collect Indonesian local regulations about indigenous groups across local governmental website into one or two places in Wikimedia projects. The outcome will be a category of Indonesian regulations on indigenous people in Wikimedia Commons that consists of at least 77 files along with their Indonesian Wikisource indexes and Wikidata items.

Preactivity

Before we start the wiki activities, we have been browsing and downloading regulations (in PDF) across Indonesian government websites. Usually, regulations are downloaded from provincial- or regency-level government website, or from this regulation database website and this one. We gather every document's URL into a separate sheet and put the downloaded files into our folder in case the URLs are dead by the time we are about to upload the files to Commons.

Activities

Until now, we have found at least 77 regulations concerning indigenous groups (e.g. lands, customs, and languages); the number can grow. Since the regulations are mostly provided in PDF format and are inherently public domain, activities that may fit this project include:

1. Uploading the regulations to Wikimedia Commons, describing them in both Indonesian and English, arranging them in one main category, Category:Regulations on indigenous people of Indonesia
2. Creating indexes of all uploaded regulations in Indonesian Wikisource for future proofreading attempts
3. Creating Wikidata items about the uploaded regulations
4. Evaluating works done in previous activities and planning for future proofreading attempts.

Everyone on this project will do all the activities above simultaneously. Making sure nothing is left on each activity (including a preactivity), coordinators are responsible for checking if the activities (and a preactivity) are done properly.

Wirjadisastra

A Wikipedian since 2007 and active in several Wikimedia projects since then; having sufficient knowledge on Wikimedia projects including Wikimedia Commons, Wikisource Indonesia, and Wikidata; motivated to provide a database of regulations on Indonesian indigenous that anyone can access and reuse and to archive them in case of government websites gone inaccessible.

Moentatoz

Involved in the Yogyakarta based-Wikimedia Indonesia community since 2018 and are active in several Wikimedia projects, especially Indonesian Wikipedia and Wikimedia Incubator; a Public Policy graduate and had undertaken several researches on regulations, citizenship, and policies related to marginalized community; motivated to contribute by providing a regulation databases on Indonesian indigenous people for future researches.

Afalranggajati

A Public Policy graduate and a research assistant at Institute of Governance and Public Affairs, Research Center in Gadjah Mada University; interested in public policy and political-economy topics, concerned and active in community advocacy for indigenous people; motivated to help them by providing knowledge about them and to bring awareness on the importance of these indigenous people.

Elicefa

Involved in Wikimedia Indonesia community since 2018 through an internship program based in Yogyakarta; contributing especially in Javanese Wikipedia; motivated to introduce the Indonesian indigenous people to the world, and to build a library of related regulations on them for them in Wikimedia projects.

RXerself

A Wikidata, Commons, Indonesian Wikipedia, and Sundanese Wikipedia contributor; experienced in creating, editing, linking, and using tools such as QuickStatements (V1 and V2) for items about Indonesian geography and culture; having interests in narrowing the knowledge gap for underrepresented Indonesian communities; was a mentor in several trainings and workshops for new Indonesian Wikipedia, Wikisource, and Wikidata users.

Proposed activity dates

When will you undertake this project? (This may be two, three or four days. Not necessarily consecutive). The latest allowable date is 1 May 2021.

The activity will be held every Sunday for 4 weeks in November 2020. The schedule is specified below.

• November 1 - Uploading files to Wikimedia Commons
• November 8 - Creating index pages in Indonesian Wikisource
• November 15 - Creating Wikidata items
• November 22 - Evaluating all previous activities and planning for future proofreading activities
