  • Cross-wiki useless edits, sometimes removing content, sometimes just adding a space character to articles for no reason. User is incapable of making productive edits (even after half a year) and is not known to be capable of language. An IP address could be related: Steward_requests/Checkuser#Toppole69@. User made edits on enwiki, commons, here, siwiki, they just don't care. "Suggestions for monitoring strategies, blocks etc.": I guess if you block the user they will just create a new account, but at least whenever the user makes an edit anywhere it needs to be actively checked and given a red flag or something.     For general xwiki low-level, infrequent, incoherent abuse there isn't much you can reliably do to prevent it. I see that the account has been blocked, so we may just have to leave it at that. I would suggest that you ask Ruslik0 to keep a record of a CU if they did it as part of their lock.
