Need admin help at Mongolia's Wikipedia

Hello, In Mongolia's Wikipedia we have no admin help in past 2 days. We have certain edit war and vandaliser's rampant action problem. One serious vandaliser who constantly changes his IP is inserting multiple copyright infringed articles and alongside from different IPs vandalise other articles. Can you or other professionals deal with this problem?? His most vandalism practicer IP is ‎ the last few digits constantly changes. his more camouflaging kind of IP is this : usually last few digits changes every day. another camouflaging IP: (last digits changes often) I hope you have some ways to stop this sophisticated kind of vandalism. His vandalism acts can be clearly seen here that Mongolia's only current active admin Zorigt tried to fight with his vandalism multiple times in this article history you can clearly see: Orgio89 (talk) 06:15, 5 July 2017 (UTC)[]

His IP changing camouflaging attacks on local Wikipedia lasted for the last 2 or 3 years and caused big damages to our side of Wikipedia and if possible can a Wikipedia legal personnel contact Mongolia's local cybercrime police department and physically arrest this possible hacker criminal? The local cybercrime police web is here: (If I personally contact them they'll immediately ignore me, but if a foreign legal professional contact them possibly they'll move). Vandalism on the main page of rueWiki

He is changing his IP address, so there's not much sense of blocking individiul addresses. We can of course block the 46.211.* range with allow only registered users if he is not stopping. Stryn (talk) 15:36, 5 July 2017 (UTC)[]

There's probably more, but these IPs (all based in Philadelphia) have been spamming English content on the Scots Wikipedia. When I warn one of the IPs, they've already switched to a new address. I do not understand IPv6 well though, so maybe you'd like to wait for someone else's opinion before doing the blocks.
