Hello, Rusliko, could you please specify why exactly you decided to impose a global (b)lock on this respected colleague of mine?
The reason provided (that I am able to find) is "Long-term abuse" - which sounds pretty vague to me, and perhaps quite mistaken. I must admit I've been rather shocked if not outraged at finding out about this block. I'm speaking now for Czech Wiktionary (not on its behalf!): this user has proved to be extremely useful, prolific and competent for our project. Moreover, (s)he was coming close to being eligible for adminship. Now (s)he is banned from everything & perhaps quite demotivated. Is this really proportionate and justifiable?

It was one of dozens socketpuppets that I locked yesterday. As to adminship, why not to make an admin out of User:ВАЅТАЯДЕМ ЅІ КЯАЈІМ СНГЕВА, for instance, or User:Každý Čech s instinktem se rodí Přece se to nevyhodí or User:Nejsem tak úplně zvyklá rodit vysazená na bicykla? What makes you refer to this user(name) as a sockpuppet? A sockpuppet of whose? How do you know that it is not his or her main account? (The user has never and nowhere claimed they were a beginner or it were their first and only account. We, insiders, know of course who they are but don't deny them right to have a fresh start or to abandon their previous nick.) If you looked at his or her editing history more carefully, you should be able to clearly see that the person in question has used it to provide, to deliver exclusively useful, meaningful and helpful edits, plenty of them, no destructive behavior, trolling or abuse whatsoever! Furthermore, (s)he has also developped lots of needed, hitherto missing templates and modules. Yes, their username is somewhat playful, but there is no profanity or aggression in it. I'm urging you, Ruslik: please, lift the block as soon as possible. Otherwise, you'd be seriously damaging our wikiproject. (Or shall I perhaps try to ask some other global admins to lift the block?) As to the other nicks, or sockpuppets as you call them, that you mention as blocked by you on Nov 13, none of them is offensive either and, apart from the first one, they editted for a few hours in total, offending nobody and destroyint/damaging/vandalizing nothing. Hence, none of them has earned being banned globally. As to for whom we, Czech Wiktionarians, would vote or not, it is completely our business and none of yours - or perhaps of those from Czech Wikipedia who tipped you off? -, unless I am very wrong. I looked up this account, by chance, looking up Talk here, and you, Pyprilescu, are wrong, while Ruslik is right. Late post, for reference: Pyprilescu operates a significant number of provocatively named sock accounts in the Czech Wiktionary, which he openly admits; the accounts' contributions are largely useful, though. It does not follow that the discussed account is Pyprilescu's, but he does have a rather peculiar idea of proper behavior as for user account creation and naming. Pyprilescu socks are usually not blocked in the Czech Wiktionary. I for one am very happy that User:Zabavuju flašku chlastu maskovanou jako zubní pastu is locked since it is obviously (to me) inappropriate user name, and I love it when sanity prevails. --Dan Polansky (talk) 08:50, 25 January 2020 (UTC)[]

That range which has been blocked by you once. I had lifted it for an urgent action and reblocked it. I don't know much about that range but I'm getting more and more complaints about it. ROXELANA22 abuseEdit

This LTA is back, and I have filed another request on m:SRG. Can you please also run a sleeper check on the listed IP range and expand the Global + Local block to this range for at least 6-12 months? This appears to be his latest IP range, and he has abused at least 3 different /24 subnetworks on this range in the past 6 months; his IP ranges also appear to be stable for around 2 years at a time. He is back to his usual behavior of cross-wiki disruption and threatening of other editors. BTW, I would seriously like to see someone file a report at the WMF Trust & Safety team on this person, given the nature of their threats. LightandDark2000 🌀 (talk) 06:51, 7 March 2020 (UTC)[]

@LightandDark2000:, and Ruslik0, blocking Roxelana is more of an art form than an exact science. Although I try and be as accurate as possible when blocking the socks, I make absolutely no guarantees that they are all Roxelana. And I guarantee not all stewards will know any more than me. Please bear that in mind when making requests. I had suspected something like this. However, an anon-only IP block (like the one currently applied) would allow affected individuals with registered accounts to continue to edit. Others on the range who chose to remain anonymous are going to have to sit tight; the collateral from this group is the necessary price of curbing such destructive serial LTAs like this one. Pardon me of something wrong with the above comment. He posted the reply of stewards wikimedia.org in telegram group #wikipedia-zh-help. In that email, a steward replied that he has been blocked at zhwiki, and he should appeal in zhwiki. Normally, the sysop in local cannot deal with the appeal of the global lock. Hello Ruslan, Deryck from Wikimania here. I noticed that you've globally blocked User:香港獨立萬歲 following their block on zh.wp and a further block request by User:WikiBayer. I have reviewed their contributions on yue.wp and found that their contributions to the article namespace are generally productive and the problem was their user page where they stated a strong political opinion which presumably angered some admins on zh.wp, leading to the block, and subsequently indef block for socking ironically because they tried to negotiate a username change and unblock by editing without logging in.

I wonder if you may be kind enough to lift the global block, or even more radically, whitelist this user for yue.wp only, so I may negotiate an unblock condition with him (which for the case of yue.wp would be as simple as not using his user page for political statements that don't relate to Wikipedia)? @Deryck Chan: You might be interested in Steward_requests/Global/2020-04#Global_unlock_for_香港獨立萬歲. Then I am asking for an unlock as I feel the same per you. I only withdrawn the unlock request as someone told me if not of a global lock they will be locally blocked on zh-yue. If it is not true, then I think I will press for the unlock of this user. There is no way to whitelist an user from global lock, the only way is to lift it all together, this is for accounts. For IP, then sysops are able to whitelist locally. @Camouflaged Mirage: As far as I'm aware, User:WikiBayer has not made any attempt to contact any yue.wp admin on the issue of blocking 香港獨立萬歲 (see yue:Special:貢獻/WikiBayer), nor is there any local discussion about blocking him (empty block log; no warning message on user talk). If you've seen anyone say this user would be blocked in yue.wp if not for the global block, I believe they had misinterpreted; what is meant was that there was nothing one could do on yue.wp locally because the account was globally locked. I also note that WikiBayer based his decision on the DeepL translator; as a native speaker of Boarisch he ought to have known that passing Cantonese text through a machine translator as if it was Standard Chinese is likely to lead to all sorts of misunderstanding, much as passing Boarisch text into ML as German. I should repeat that the yue.wp community agrees that this user's user page was overly promotional. However, WikiBayer seems to have based his decision to globally lock the user solely on an incorrect machine translation of the user page (which likely aggravated matters) and apparently with no consideration of the user's other contributions. This is why I'm suggesting lifting the global lock, and allow the user back on the condition of not using the user page for off-topic political advocacy, and a strong recommendation to change their username (though yue.wp is typically more liberal with allowing politically charged usernames than zh.wp, which is why the username itself was grounds for blocking at zh.wp but not yue.wp) Deryck C. 16:48, 6 May 2020 (UTC)[]
@Deryck Chan: I am amazed by your request. I am aware that machine translators are not 100% correct, but you can basically see what is being written. This user has no doubt against "Neutral Point Of View". violate. According to a sysop from the zh wiki, several socks misused. P.P.S. Again I should state that the yue.wp agrees that this user's (deleted) userpage was inappropriate because it was promotional, but "neutral point of view" is not supposed to apply outside the main / article namespace. The idea of a discussion page is that every editor should feel comfortable to state their point of view and then different editors can have a discussion to establish what the neutral point of view is! The deleted user page did advocate that vandalism of symbols of an oppressive regime should be justified, though the sentence that WikiBayer quoted was a quotation from another forum, which DeepML messed up and which this user was quoting in order to express his disapproval of. About global lock.Edit

Hello, Mr. Ruslik. I found that you suspected me as an account of my friends. I assume that you are not absolutely wrong. But please reconsider something. First, I had to guide him to create an account. Second, his VPN (he uses VPN to get connected to internet) was being blocked by wiki. So, he had to use my PC several times. And one more thing, as he doesn't get allowed to use wiki because of his network. He has to quit from wiki. I hope you are not going to let something wrong happen. Thanks. Hi Ruslik, today I have seen by a chance the block log of user Connaisseur de Paris here. The reason you gave is "Long-term abuse: Alkim und Alfons", which is a very old story. The user has been checked as an sock puppet of Meister und Margarita, sie here and here. Can you change it? No, that is wrong. The present Sock of Alfons is Khatschaturjan, see here (both living in Switzerland), Alkim hs no present socks, see here. Meister und Margarita is personally known to many Users mostly from Vienna. Sure you cannot change the summary, but you can edit a new lock which will overwrite the old one. Hi! I wanted to add a talk on Wikipedia, and saw, that my address (Vodafone, Germany, Mobile Data) was banned from the editing, tho it was not with a VPN, or something else which could explain that. I have a request for a global block to Vujko Mytró (https://uk.wikipedia.org/wiki/%D0%9A%D0%BE%D1%80%D0%B8%D1%81%D1%82%D1%83%D0%B2%D0%B0%D1%87:%D0%91%D1%83%D1%87%D0%B0%D1%87-%D0%9B%D1%8C%D0%B2%D1%96%D0%B2), who is already blocked in English Wikipedia and Russian Wikipedia (https://guc.toolforge.org/?by=date&user=%D0%91%D1%83%D1%87%D0%B0%D1%87-%D0%9B%D1%8C%D0%B2%D1%96%D0%B2). Among other things, it has more than 50 blockades on Ukrainian Wikipedia, as well as harassment of users from outside Wikipedia, such as Facebook (the latter has a decision of the Wikipedia:Arbitration/Requests: Вікіпедія:Запити на арбітраж/Переслідування користувачем Бучач-Львів (новий)). But he continues to persecute and retrieve. Ukrainian Wikipedia administrators do not react in any way. He supplanted many adequate editors. Request - New UserEdit

Hi I'm not sure on the process here, but I am trying to create a new account and it says my IP address is withing a range of blocked IP addresses so I can't. This is obviously something I have no knowledge or involvement of and have never had a Wikipedia account before.
