I read you posting on Meta, you complained to RadiX he makes an excess block range. First, he was blocked 12.129.158.0/23 (total of 512 IPs blocked). Then he change his own heart with reduced block only 12.129.159.194/31 (total of 2 IPs blocked). Other editor LightandDark2000, respond to you and info was incomplete.

Most of IPs this range ownership is Boingo. Many of edits coming from LAX International Airport. Maybe you try to edit from domestic terminal LAX!

You should aware that LTA often edit "on the road" and operating on the free airport's wi-fi, includes LAX, SFO, OAK, SJC, SNA, SAN, LAS, PHX, PDX, SEA, SLC, and DEN; some editings also coming from ORD, DFW, IAH, EWR, JFK, and IAD.
