Block from uploading to Wikipedia commonsEdit

My IP seems to have been blocked by from uploading photos to Wikipedia commons.

Not sure why. Request you to please unblock me.

What if a locked user wants to be forgiven?Edit

Hi, Green Giant. I'm here to ask this question just to know more about the community and cross-wiki affairs. It is not about any real case. Suppose a user who did something bad and got blocked to indef on en.wikipedia, en.wiktionary and en.wikiversity. His account was soon reported to meta and got locked. Then he created several socks to bypass the lock. Those socks were soon discovered and locked. After that, he stopped. A week later, he apologized for his misbehavior on IRC and wanted to be unlocked.

My question is that by what approach(es) will he regain the trust of community? I've read Standard offer. Are a six-months silence and a promise enough for this? Or is there other approaches instead of waiting six months?

This is not an urgent problem, so don't worry if you are not able to reply in a short time.

@Tigerzeng: Hello. There is no easy answer to this, but let's cut a long story short. You referred to the "Standard Offer", which I believe originated from the English Wikipedia Standard Offer. Bearing in mind it is an esssy and not a policy or even a guideline, the way that works is someone disrupts the wiki, they get blocked on that wiki, they go to another wiki and work quietly for six months to a year, then they try to return to the original wiki and might be unblocked. However, a locked user has usually gone further than this by disrupting more than one wiki and being blocked on more than one wiki. Locking is a last resort which is not done lightly. To answer your specific question, it is a lot more difficult to have a standard offer for someone on this situation. We don’t have a parallel group of wikis where the locked user could demonstrate good behavior. There isn’t a specific procedure but a locked user could start by emailing the stewards after at least six months of no on-wiki activity. What we do is take each case on its own merits (often by discussion between stewards) and sometimes, just sometimes, we do unlock accounts. That said, it really does depend on the record of the user. Sorry I can’t give a more detailed response but we could perhaps start by you telling this user that a week is definitely far too short a timeframe to consider unlocking unless there are genuine mitigating circumstances.
