#WPWPCampaign2021: Learning and evaluation edit

Translation notes edit

Hello. Thank you for helping with translations of Tech/News/2023/09, it is appreciated!

I noticed a few errors in the translation, which I have mostly fixed. Here are the details: Essentially, when you are translating any pages, the $1 and $words strings of text need to remain exactly as they are in the original (not translated), and with no additional spaces. You can see examples of the fixes at this diff and this other diff.

There was also another more complex but similar error, where the #time functions need to remain in English. Here's the fix for that. (It is only available for translation because a few languages need to change the $defaultformat to localize properly (more info)).
