As you may know, the Wikimedia Foundation Board of Trustees approved a new "Access to nonpublic information policy" on 25 April 2014 after a community consultation. The former policy has remained in place until the new policy could be implemented. That implementation work is now being done, and we are beginning the transition to the new policy.
An important part of that transition is helping volunteers like you sign the required confidentiality agreement. All Wikimedia volunteers with access to nonpublic information are required to sign this new agreement, and we have prepared some documentation to help you do so.
The Wikimedia Foundation is requiring that OTRS volunteers sign the new confidentiality agreement by 31 December 2015 to retain their access. You are receiving this email because you have been identified as an OTRS volunteer and are required to sign the confidentiality agreement under the new policy. If you do not sign the new confidentiality agreement by 31 December 2015, you will lose your OTRS access. OTRS volunteers have a specific agreement available, if you have recently signed the general confidentiality agreement for another role (such as CheckUser or Oversight), you do not need to sign the general agreement again, but you will still need to sign the OTRS agreement.
Signing the confidentiality agreement for nonpublic information is conducted and tracked using Legalpad on Phabricator. We have prepared a guide on Meta-Wiki to help you create your Phabricator account and sign the new agreement: Confidentiality agreement for nonpublic information/How to sign
If you have any questions or experience any problems while signing the new agreement, please visit this talk page or email me (gvarnum
wikimedia.org). Again, please sign this confidentiality agreement by 31 December 2015 to retain your OTRS access. If you do not wish to retain this access, please let me know and we will forward your request to the appropriate individuals.

IRC edit
Greetings Fluffernutter, I just wanted to ask if you would be willing to unblock me on a couple of the IRC channels. Your the only group op I have any respect for anymore since RD and Barras just do whatever they want so I am not even going to bother talking to those two anymore. I don't want them all back because most of the channels are useless anyway, I just want access to #Wikidata, #Commons, #cvn-sw and #cvn-simplewikis. You can have all the rest, most of them are worthless anyway. I am still welcome in these channels by the communities but RD unilaterally blocked me because he doesn't care what the communities think. He is allowed to do whatever he wants and Barras won't do anything about it. I am hoping as one of the Global ops you would be willing to undo some of the blocks he did. Thanks in advance. - I'm trying not to hound you about this but any thought on unblocking my IRC account since it shouldn't have been blocked in the first place? Since no one is talking to me I have just been using an alternate account and loitering, but I would really like to use my regular account. This stuff with banning me over BS is getting really, really old. My ENWP ban should never have been allowed and this IRC ban is just an extension of that absurd decision that literally hurts the project every single day to the tune of around 10, 000 edits a month that aren't getting done. - Sorry, replying to this slipped my mind since I rarely come over to Meta as Fluffernutter anymore, so thanks for the second poke. I'm not terribly involved in the day-to-day opping of the IRC channels anymore, but if memory serves there was some discussion within the past few months about whether specific channels like the ones you list wanted to opt you out of the gban for their channels (there's a setting that would let them do that, though I've completely blanked on what that setting is). Ops from at least one of those channels decided they did not want to override the global ban. Global ops pretty much can't overrule local op decisions (and group contacts - of which I am not one - would only do it in the most exceptional of circumstances), so there's not a lot I can tell you beyond "it's not in my power to do, sorry." - No problem. Thanks for the reply. I do find it funny and unfortunate that RD has the power to globally block people whenever the mood suits him but no one has the authority to unblock and Barras won't do anything about RD so I guess that's that. Thanks, I guess that just proves that we need a code of conduct to cover the OPS conduct on IRC channels more than ever. It's absurd this all stems from a ban on ENWP that shouldn't be allowed and a few people who want me to stop talking about it because the violations of policy that got the ban to stick are embarrassing to some admins and Arbitrators. Over-qualified CSS selectors edit

Over-qualified CSS selectors of portals in Wikimedia skins have been changed. div#p-personal, div#p-navigation, div#p-interaction, div#p-tb, div#p-lang, div#p-namespaces or div#p-variants are now all removed of the div qualifier, as in for example it is #p-personal, #p-navigation …. This is so the skins can use HTML5 elements. Your gadgets or user styles seem to use them and you will have to update them. You can read more in phab:T252467. Hello, my name is Mervat Salman, a UCoC Facilitator, Trust and Safety team.
As you know, the WMF Board of Trustees ratified the Universal Code of Conduct early in February. That's the beginning; the policy itself cannot be used if the enforcement pathways are not defined. The implementation and enforcement of the UCoC requires the continuous cooperation to define clear definitions of enforcement pathways and processes. This needs to be done in a way that does not contradict with the internal bylaws and codes of conduct currently in place, but rather to support them and complement their deficiencies, if any.
In this phase of the process, we would like to invite you to share your ideas, thoughts and concerns about the UCoC implementation, reporting and enforcement pathways using this survey:
