Program Capacity and Learning

The newly formed Program Capacity and Learning Team (PC&L), part of the Community Engagement (CE) department, is developing a roadmap to grow and scale Wikimedia programs. This roadmap for PC&L will be shared for community review at the end of December, 2015. The new Program Capacity and Learning Team merges three WMF Teams (Learning and Evaluation, Education Program and The Wikipedia Library) with the objective of strengthening support to programs and capacity building that work to grow content and contributors on Wikimedia projects.

The roadmap includes a growth and sustainability model for existing mature programs as well as emerging and future knowledge partnerships. This model also focuses on movement learning, gaining community insights through shared data and partnerships with Wikimedia affiliates in sharing best practices and mobilizing peer learning.

The Program Capacity and Learning team now looks forward to WMF and community feedback on how best to leverage the programmatic and learning expertise of communities and the PC & L Team, in order to support the growth and health of Wikimedia programs.

Key Objectives

  • Develop a program capacity and learning roadmap focused on accelerating the growth, scale and long term sustainability of Wikimedia programs.
  • Build sound criteria and a review process for growing and scaling successful programs.
  • Engage stakeholders (other WMF teams as well as community members) in building the program capacity and learning roadmap that remains flexible and adaptive.
  • Provide a foundation for the 2016 - 2017 annual plan (which will include a visual roadmap) to adequately resource and identify priority time and money investments and required business cases.

Methodology

  • An external facilitator, Suzie Nussel was engaged to help the newly integrated team develop a roadmap for program growth, movement learning and affiliate partnerships.
  • A core group of team leads was summoned to think through the first instances of the new strategy.
  • A retreat was hosted with the team leads in November to review the workflows and projects of the 3 teams. Using Creative Problem Solving, (insert slide deck) we developed a working model for program growth and sustainability, that would also help us identify high potential opportunities including movement learning and affiliate partnerships.
  • Focus groups with key stakeholder groups will be held throughout December 2015 to inform the development of the model and roadmap.
  • Input from these interviews and focus groups will inform the PC&L strategy roadmap, which will be submitted again for community review in January, 2016.
