Phase I Reorganization

Some of these documents will be phased out and eventually deleted. A list of deleted documents will appear when I get around to deleting them. Still working out the details.

Created Hjelp:Innhold
Translated Help:Contents -> Hjelp:Innhold
Translated Documentation:_Introduction -> Hjelp:Introduksjon
Moved Documentation:_Introduction -> Help:Introduction
Notified of changes on various talk pages, see Help_Talk:Contents for more information.
Deprecated a few pages.
Removed Template:moderator toc from Help:Contents as it is not really necessary.
Bolded headings in [[Template:Reader toc]], [[Template:editor toc]] etc.
Headers in [[Template:administrator toc]]
Changed Template:Hh to reflect changes to new Help:Handbook Guidelines
Some changes to the various templates making up the docs. I dont like these.
Moved Handbook project -> Help:Handbook Guidelines
Moved Handbook project/Templates -> Help:Handbook Guidelines/Templates
Moved MediaWiki help policy -> Help:MediaWiki help policy
Moved How to start a new Wikipedia -> Help:How to start a new Wikipedia. This page links from all over the place. The redirect will stand for now while I sort through all the pages that needs to be altered to point to the new location. I think I may need sysop for this.
The Interwiki redirect needs to go. Took away all that pointed to it to its new location: Help:Interwiki linking.
Help:Interwiki linking now is the main page, while Interwiki is a redirect (previous redirect).
How to link to other projects contain no links to it and can be deleted.

Moved Running MediaWiki on Linux -> Help:Running MediaWiki on Linux and merged the two talk pages as one existed already for Help:.
Moved Running MediaWiki on Debian GNU/Linux -> Help:Running MediaWiki on Debian GNU/Linux and merged the corresponding talk page.
