Can we Compare Programs?

Comparing programs is only possible with standardized metrics. With standardized metrics, program leaders are able to examine the processes to reach their goals and outcomes. Furthermore, the strategies or processes used to reach certain goals might be different for different programs. The image below helps to illustrate this comparison:

This image illustrates how different programs take different pathways towards reaching the same goal. The size of the pies is the total number of photos uploaded to Commons per implementation and the pie slices is the proportion of media used in Wikimedia projects. Increasing the size of the pie slices might take different strategies because these programs use different methods for uploading and/or using images on projects.
