#1 Add language specification

The bot will add the language specification in the link, but only if the section actually exists.

The link example for skwiktionary environment:

• Before:
  • [[Dušan]]
• After:
  • [[Dušan#Slovenčina|Dušan]]

#2 Remove language specification

The bot will delete the language specification in the link, but only if it is needed (ex. the template create the link, the the parameter is not require in link format).
