Candidate Introduction
Introductory statement / Application summary (maximum 200 words): Why are you running for the Universal Code of Conduct Coordinating Committee? What would you contribute? I am applying to the committee in order to serve on it in a second stage. In the first one I had the pleasure of serving on I brought my perspective as a long-time Wikimedian as well as my own professional Human Rights and Policy writing experience. I wish to continue to bring a point of view from the Global South and based on respect for the community and its interests.
Please describe your Wikimedia experience (such as contributions to the Wikimedia projects, memberships in Wikimedia organizations or affiliates, experience working on conduct issues in your community, activities as a Wikimedia movement organizer, or participation in building Wikimedia policies). I am an active Wikimedian, admin in Spanish Wikipedia. Promoter and founder of the Iberocoop initiative since 2010 that brings together Wikimedia affiliates from Iberoamerica. Founder of Wikimedia Mexico and part of its Board of Directors for the third time since 2024. Member of initiatives such as Leadership Development Working Group, the Diversity working group of the Wikimedia Strategy 2030, Member of the Ombuds Commission, 2021, and drafter of the Universal Code of Conduct in the final part of its first stage.
Professional Experience, Skills and Education
Please briefly describe 3 situations that show how you worked on, or advised others on, a complex conduct or policy issue. How did you work with others to address the situations? First, in the very community of which I am the founder, Wikimedia México, we have not been exempt from conflicts. To do this, I participated in the drafting of one of the first affiliate codes of conduct that existed in the movement in 2013.

Second, I have been part of various conduct committees in in-person editions of Wikimania where there is an expectation that personal relationships and contacts will occur. Without going into the details of the matter, I had to resolve a harassment conflict towards a participant in which the harasser defended himself by arguing that in her country physical contact is something expected in socialization. Unfortunately, and even though the customs in the culture of the harassing person may tolerate it, the structural situations of abuse towards certain historically vulnerable people and the present framework of conduct as well as the expectation of personal safety of a person who participates in Wikimania made us resolve in the physical separation of that person from the event by incurring a case of persistent harassment. Third, the development of the UCOC itself has been complex in terms of linguistic definitions and the different legal traditions in the countries. Therefore, diverse participation is important to have more complex responses.

Leadership Experience
Can you describe a policy, on wiki or off, that you helped to create or change? What did you learn from this experience? I participated in the UCOC in its first stage with contributions from the point of view of Policy and Human Rights. Also I was part of the Diversity working group of the Wikimedia Strategy 2030 were I was and advisor of the redaction of documents that added to the first stage of its conception. At a professional level outside Wikimedia I have advised in the drafting and review of legislative initiatives presented to the Mexican Legislative Power related to Copyright.
How have you been able to empower people to make their voices heard? For years I have promoted discussions around the importance of diverse participation in the movement so that people who are not present in global dialogues can feel empowered through participation and influence. One of the ways people can feel empowered is to actually participate in discussions in their own language. Currently, as a movement, we face situations of exclusion or discouragement of participation due to not being able to participate effectively expressing ideas in their own languages.
Sometimes in professional situations, there are personality conflicts. Explain how you remain productive even with personality conflicts. Conflict is a foreseeable situation in a context where different people and ideas converge. The key to a peaceful and productive solution to differences lies in having a prior mechanism through which dialogues can take place, as well as ensuring that the parties have an attitude that is genuinely willing to reach a solution. Within the dialogue, there are also mechanisms for listening and dialogue that can guarantee that all those who are willing to listen and dialogue with the parties will be able to reach a solution to their differences.
Strategic Thinking
In your opinion, how can the U4C be a positive influence in the Wikimedia movement? Having a base framework for action will allow us to have a healthier community and establish the foundations for a future with greater security for the people who will come to the movement.
How would you help the Universal Code of Conduct develop and improve over time? As I supported in my previous participation in the UCOC, every norm must always be updateable, debatable and amendable. Nothing in Policy should be set in stone, which is why the development of this code should never be closed but open to development and permanent reflection.
