Context?

Though partly possible to figure out (at least with a bit of background knowledge), this page is a little confusing to come to following a "see also"-link on Wikipedia power structure (where just the title of the page is given). Is it possible to add some explanation of context at the top, and/or something about the current status of this as a page on meta (perhaps along the lines of essay templates)? In particular, I'm puzzled by "24." It's stated as though it's a name for a person or a group, but without a link or any context. It would be nice to have some kind of explanation (preferably in the form of a link) for that. -Pete F (talk) 19:24, 2 August 2012 (UTC)
