IIRC, this was referring to the idea of limiting the number of Flow beta users to a fixed threshold (e.g., only 100 users) to start, like the JSTOR access for Wikipedians pilot program. Maryana (WMF) (talk) 21:49, 13 March 2014 (UTC)
