New risks due to the development of a local law

As it is written in the IP Editing: Privacy Enhancement and Abuse Mitigation#Overview "The Wikimedia Foundation’s legal and public policy teams are continually monitoring developments in various laws around the world". Can someone come to the forum https://ru.wikipedia.org/wiki/Википедия:Форум/Новости#Закон_о_«приземлении»_в_РФ in ruwiki and comment on the situation around the new law? The new law has been developed in Russia (от 01.07.2021 № 236-ФЗ "О деятельности иностранных лиц в информационно-телекоммуникационной сети "Интернет" на территории Российской Федерации"). In May, the news reported that an invitation was sent to the official Wikipedia mail to discuss the application of the law. [1] [2] - Were there any negotiations? Now the news says that Wikipedia will not yet be included in the list [3] of sites to which restrictions apply, but maybe in the future, and there are also questions about advertising (according to this law, sites are also included in the list when using advertising). Also, according to another local law (от 13 марта 2006 г. № 38-ФЗ "О рекламе"), any banner with a call for e.g. a contest/event can be considered an advertisement. (especially when the local chapter offers prizes for participation in the contest, or about fundraising) Is the Legal department monitoring the situation? Will there be advice from the department to reduce risks, e.g. should the IP of the Russian region be excluded when any banners are configured?
