Strategic alignment edit

This article uses the term "w:strategic alignment" many, many times. Alas, that article gives no more notion of what that is than this does. If editors on Wikipedia or in chapters are to have a role to play in it, we'll need someone to develop that article or other resources to the point where we have some concrete notion of what it is and what it means. Not right fit for fellowship edit

This project idea, although interesting, doesn't seem to align with fellowship program priorities at present. As the candidate is not in need of funding or other logistical support to complete the project (other than access to WMF staff for context), it is hard to see how a fellowship would be helpful to carry this research out.
