The first sentence - "The University of Mumbai (known earlier as University of Bombay) is one of the oldest and premier Universities in India" is grammatically incorrect.

It should read - "The University of Mumbai (known earlier as University of Bombay) is a premier University in India, and one of the oldest"

The phraseology "one of the oldest and premier" is meant to imply "one of the oldest" and "one of the premier" to the clause "Universities in India". However, the phrase "one of the premier Universities in India" is incorrect, since "premier" is not a countable attribute. The correct usage would be "a premier University in India" or (if there was a fixed number of x premier universities) "one of the x premier Universities in India" .
