Most likely, new comments will not be taken into account by the new three Working Group members in their work of developing the final Recommendations. You are free however to continue discussing in the spirit of "discussing about Wikipedia is a work in progress". :)

Would this include such things as ArbCom on enwiki? If so, this might be some global encroachment on large projects. John M Wolfson (talk) 01:39, 22 September 2019 (UTC)

Hi John - in short, no, that is not part of the recommendation, only 'movement organisations'. (I think some large parts of our reasoning here could also apply in principle to ArbComs, though!) Chris Keating (The Land) (talk) 12:39, 24 September 2019 (UTC)
