Suggestions

I support making training available and suggesting means of dealing with conflicts. I suggest clarifying who "functionaries" are, particularly as the "recommendation" is to require them to have training. I also suggest changing "processes and materials for conflict resolution will be developed and implemented across the communities" to "processes and materials for conflict resolution will be developed with, and implemented across, the communities" – local involvement is required if they are to be accepted.
