Uncertain edit

I’ve come back to read this proposal several times in the last few days, and watched to see if anyone else started a discussion that I could follow. However I’m afraid I just don’t understand what it means. If anyone thinks they have grasped the purpose and meaning of this proposal I’d really appreciate some pointers. Thanks. I was about to say the same thing. I'm really not sure what this even is recommending. Seraphimblade (talk) 18:12, 21 August 2019 (UTC)Reply

For example, records of Chinese peasant rebellions were suppressed by Confucians trying to win favor from their empires, and the scandal when they were brought back to light fueled popular support of the Communist revolution there. From Catalan Salon edit

Advocacy in some contexts may be tough. It is a good idea to be open there? The solution is doing an advocacy that doesn't contradict local governments? (...)
