Neutral votes counted in a proportion of the total

Hello @Amgine:, I agree that neutral votes are a central issue of our time. I've used another simple way to count the neutral votes, by considering them as a portion of the people not represented by a vote, when analyzing the Wikimedia Foundation's 2015 Board elections.
