Definition open ended, and no indication of who decides on what is harassment in any given case

edit

The definition given states that harassment "may include but is not limited to" a list of things that most people would accept as being harassment. The problem will come when one of those things that is not on the list is reported.

  • Who will decide whether it is harassment?
  • What standards will be applied?
  • What society's norms will be applied?
  • What recourse will the person accused of such harassment have to avoid unfair discrimination?
  • What checks and balances will prevent gaming the system?
