No technical access, or just convention?

When it says they have "no access" on wikis that has not opted in, is this set in CentralAuth or just by convention? We are trying to update enwiki's policy at w:WP:GRU to reflect this new proposal and want to opt out of the blocking/deleting/protection/userrights part of it, but don't know if it makes sense to leave the rollback/viewdeleted permissions in place, if global sysops cannot actually use those rights at a technical level. I had assumed it was by CentralAuth, as Pathoschild told me that this was based off of the the Global bot policy, which works off of CentralAuth, I believe. NuclearWarfare 01:33, 29 March 2009 (UTC)Reply
