Who is a "Wikimedian" edit

I think first off all the document should define who can be treated as member of a given Wikimedia project, which also constitute the real number of members of a given project. More than 500 edits and account open at least 3 months ago?

Then, similar problem: what does it exactly mean: "a Wikimedian, that don't need to be a member of the project-member".

Generally, counting the members will only matter in relation to the projects which have around 10 very active contributors (as I formulated, however, we may formulate it differently). The main idea is not to make a voting machine, but a place for discussion of common issues and working on the solution for them. So, while smaller projects would be unproportionally represented, bigger projects have much more possibilities in relation to the cooperation which would be available through this body. --Millosh 19:16, 26 April 2008 (UTC)Reply
Optionally, we may add a clause like "if the solution may not be found in a reasonable [which means what?] amount of time, decision may be made by majority of, let's say, 80% of Wikimedians [I agree with your definition of a Wikimedian] of participating projects [and we should define how do we count very active Wikimedians, some statistics are very old]. --Millosh 19:16, 26 April 2008 (UTC)Reply
The point of the sentence "a Wikimedian, that don't..." is that a member of the Secretariat or any other working body don't need to be a contributor of one of the projects which opted in the CWP. Let's say that English Wikipedia didn't opt in to the CWP -- a contributor to en.wp should be qualified to be a member of some of the CWP bodies. --Millosh 19:16, 26 April 2008 (UTC)Reply

I rephrased sentence into "All members of CWP's bodies have to be Wikimedians, while members of the working bodies don't need to be members of the project-member.", which is, I hope, more clear now. --Millosh 19:32, 26 April 2008 (UTC)Reply
