All of this exists to support our primary purpose: free knowledge and its distribution (Original)Edit
Q 1 What is your Recommendation?Edit
The recommendations from all groups should reflect the manner in which they support the movement’s primary purpose: the creation, collection, development, management and distribution of free knowledge. Recommendations should be strategic rather than operational. (Example: “We will create tools to measure X” is strategic, “We will create Z tool to do Y” is operational.)
Q 2-1 What assumptions are you making about the future context that led you to make this Recommendation?Edit
The purpose is to reinforce the importance of streamlining the strategic recommendations to only those that are able to demonstrate a close tie to the strategic direction and/or its focus areas.
Draft recommendations that cannot show this close tie may still be incorporated into the process of bringing the core recommendations to fruition. Those draft recommendations that are more operationally focused may be appropriate for developing the implementation plan even though they are not primarily strategic.
Q 2-2 What is your thinking and logic behind this recommendation?Edit
Rationale for #5
- The vision and strategic direction (Original)
Q 3-1 What will change because of the Recommendation?Edit
This recommendation should assist all Working Groups and the Harmonization Team to focus their recommendations on the strategic direction.
Q 3-2 Who specifically will be influenced by this recommendation?Edit
The key targets are the Working Groups and Harmonization Team, but may also influence those who are contributing and commenting in other ways, and those who participate in the decision on whether or not to proceed with the recommendations.
Q 4-1 Could this Recommendation have a negative impact/change?Edit
Some recommendations that have identified gaps or needs that don’t fit into the strategic direction may not be implemented or further investigated.
Q 4-2 What could be done to mitigate this risk?Edit
Draft recommendations that do not become part of the final recommendations should be reviewed periodically during the course of the strategy to determine whether they can/should be implemented for reasons other than strategy (e.g., some may relate to a legal issue that is still important to address, even if it is not for a strategic reason).
Q 5 How does this Recommendation relate to the current structural reality?Edit
It encourages focus on developing recommendations that are strategic rather than operational.
Q 6-1 Does this Recommendation connect or depend on another of your Recommendations? If yes, how?Edit
Q 6-2 Does this Recommendation connect or relate to your Scoping Questions? If yes, how?Edit
Q 7 How is this Recommendation connected to other WGs?Edit
This recommendation is connected to all WGs in that it helps them to determine how to reflect on their draft recommendations and to streamline their proposals.
