Per Xeno above, we can't start ignoring local usurpation guidelines, asking local bureaucrats for comment might indeed be the best solution, though we also have to keep in mind that this is atransitional period to SUL finalisation where all these accounts will be forcibly renamed. Two issues should be separated here: 1.) The renaming of the remaining 123chess456 accounts who have edits to the new name; 2.) The renaming ("usurpation") of the unattached Chess accounts.
In order to solve 1.), I have just done the following renames: (so please visit Special:MergeAccount)

Chess@wikidata->Chess (self-usurped)@wikidata

Yes, originally I was Bob l'éponge (can't spell it correctly with my phone), then I changed to ÖPNV-Bob l'éponge to emphasize that I'm interested in railway stuff (ÖPNV is German for public transport), but because I'm so stupid I didn't noticed when I logged in with the old name, leading to the 'reactivation' of that account. Later, I chose to rename me to U-Bahnfreund (metro friend), but again I sometimes forgot the rename, meaning ÖPNV-Bob l'éponge was also 'reactivated'. Lastly, in November, I think, I kinda didn't like that name anymore so I settled on Metrophil44. I just deleted the global account (which made all the accounts unattached) to enable you to take the SUL and merge your accounts. The globalisation process is underway now and will move the unattached accounts to their new usernames. User:Stryn & User:Legoktm: Any schedule for when the account can be renamed? It's been getting very tricky to use one account on Wikipedia and another on Commons since the local Commons account was moved away by the SUL finalisation script, so I'm hoping that this won't take too long.

I requested a renaming of Stefan4@commonswiki into Stefan2@commonswiki, not a merge. After the local blocking Commons account was moved away, it has been seemingly impossible to be logged in under one user name on Wikipedia and under another user name on Commons, which creates problems as the settings, watchlists, user scripts et cetera are under different user names. Therefore, I need to have the local Commons account renamed so that the user name matches the user name on Wikipedia. The account Stefan4@global should ideally also be merged into Stefan2@global so that a few accidental edits on other projects are merged, but I don't know when the merge tool will be available, and a local renaming on Commons would simplify things a lot for me until the merge tool becomes available. --Stefan2 (talk) 10:25, 29 April 2015 (UTC)

On 21 April, Stryn wrote that it would take a 'few days', but it has now taken several weeks and there is still nothing happening. The whole reason for merge and the globalisation is to get rid of unattached accounts, and if we move out the existing account it becomes unattached. We await the merge tool. Now I am looking at a page on "project x" (meaning that I use "browser a"). That page contains a link to "project y" which I am clicking on. Since the browser used for "project y" is a different browser, "browser a" should recognise this and automatically open up the link in "browser b" instead of "browser a". Please explain how to set up this configuration, and keep in mind that it is too much trouble to copy and paste links from one browser to another, and that would probably also result in lots of mistakes with edits using the wrong account. Until it becomes known for me how to set up this configuration, the backlog of pages to check will continue to increase by a couple of dozen pages per day, unless the account can be renamed.

@Zaereth: Unfortunately, there will be no merge tool at all. The only solution I can offer to you, is moving your current 7 edits on commonswiki done with Zaereth somewhere else and have your 105 edits done by Zaereth~commonswiki moved back to Zaereth where you can merge them. Nevertheless, those 7 edits cannot be integrated into your global account then. It's your decision how to proceed now, I recommend to move away these 7 new edits and have your old commonswiki account attached to your global account. @Zaereth: These edits will be moved to a temporary name like “Zaereth (usurped)”. The images will not be deleted. Once both accounts are connect, you will not need to use separate passworts for this account. I think, he could login, because his account isn’t globally locked. He is just blocked because of his own wish, because he just wanted to create this babel system. But he never wanted to be renamed to another name and be separated from his babel system idea. He is just inactive.
But just now I’ve got an idea who maybe created this user for this purpose in 2006. That user also has been engaged in this babel system then, as I’ve seen now, and as I’m seeing now, it’s very likely that he created this function account. So I will ask him what he thinks about this thing, ok? Then we should wait a bit for an answer of him, perhaps he will answer directly here. He has been active just a few days ago and also is a sysop, so perhaps he will answer. And if he doesn’t mind not being able anymore to login into this account, then there won’t be a problem with renaming, I think. By the way: In 2007, it has been the question in the Wikiversity, if the user with that name should be blocked or renamed there because of his name: „Wäre es möglich, dass du dir ein neues Benutzerkonto (anderer Name) zulegst, wir könnten dann das Konto hier sperren.“ The Wikiversity user himself answered then that he didn’t see any problem with his user name, because the few templates in his user namespace weren’t much used which now is also the case there. He also said that he assumed to be the Wikiversity as a failed project and didn’t edit anymore the project since the day after that. So I think, he didn’t want to use the account in the project anymore. The problem is that he used the account before that also for other edits and that he got the global account because of this. If he would create a new local account in the Wikipedia automatically now or in the future, then he would be blocked there because of „ungeeigneter Benutzername“, see the discussion at AAF linked above. So you can see that he will not have any possibility to edit with his global account in the de-Wikipedia. It the Wikiversity user gets the de-account, if it will be renamed back, then he won’t also have any possibility to get that (because of its own will) blocked account unblocked and edit with it there. Here the original discussion about this babel system. It has been initiated by J budissn, and Schwalbe had created the account for that purpose. They both have active (sysop) accounts and they don’t need this account to edit, therefore it had been blocked in 2006. They didn’t take part in the past discussions.
