Administrator access

On hold Given there is very little active users, please announce the intention to gain adminship at a village pump or similar place locally at the project, wait a week and then post a link here. We'll grant temporary adminship, provided no opposes were raised. Does that answer your question, Dovi and Berko74? --Martin Urbanec (talk) 08:27, 13 March 2020 (UTC)
Thank you, and yes. They will write about their intentions and request at the local village pump. Dovi (talk) 09:56, 13 March 2020 (UTC)
@Dovi: Has the discussion happened? --Martin Urbanec (talk) 11:04, 20 March 2020 (UTC)

Closing as not done for now. Dovi, please just create a new request when you have someone willing to become an admin there and have a week long vote/discussion about it on yiwikisource. --Base (talk) 02:39, 1 April 2020 (UTC)

If not appropriate, perhaps an Albanian steward (RadiX maybe?) could help? — xaosflux Talk 17:15, 4 April 2020 (UTC)

Xaosflux has already been helping our community and me personally with tech tips for many months now, especially regarding interface related problems so giving him temporal access on administration level would help speed things up. - Klein Muçi (talk) 17:24, 4 April 2020 (UTC)
Personally I don't have anything against. Could you link to an on-wiki discussion about this right assignments? An announcement should be enough, provided no opposes. --Martin Urbanec (talk) 20:15, 4 April 2020 (UTC)
Announcement left at q:sq:Wikiquote:Kuvendi#Temporary_access_requested_for_Xaosflux. If there is a single objection, please consider this withdrawn. — xaosflux Talk 21:54, 4 April 2020 (UTC)
I don't think there will be any objections, since we do have a very small active community there. Actually I've asked for crat privileges in the past here to handle requests in situations like this fast but was denied it because of the lack of a big active community. Anyway, let's wait a bit and see. :) - Klein Muçi (talk) 07:51, 5 April 2020 (UTC)
Thanks. Let's wait anyway, just in case :). --Martin Urbanec (talk) 09:59, 5 April 2020 (UTC)

Can you guys add fixing the sidebar to your list to allow translation? Thanks! :) ~riley (talk) 08:32, 5 April 2020 (UTC)

@~riley: I've corrected that just yesterday according to the changes you made at SqWiki. :) - Klein Muçi (talk) 09:01, 5 April 2020 (UTC)
@Klein Muçi: Yes, the essential 3 are now done but our goal is to translate them all so they are understandable in the local project language and English. Let me know if you need help with this. ~riley (talk) 09:44, 5 April 2020 (UTC)
@~riley: I was thinking that. I actually do. Can you explain a bit more in details how the translation process works in my talk page here so we don't overfill this discussion? - Klein Muçi (talk) 09:51, 5 April 2020 (UTC)

Granted for 1 month to expire on 2020-05-09. @Xaosflux: I have granted you +iadmin for 1 month. That should be alone enough for full access to MediaWiki: namespace, which seems to be the desired thing. --Martin Urbanec (talk) 14:49, 9 April 2020 (UTC)

This request is not straightforward unfortunately. The only admin (and only active user, perhaps) disagreed with the following comment: "people from English Wikipedia coming in an using bulldozing approach to apply their theories here". I'm a Sri Lankan who also understands Sinhala language, and have been involved with Sri Lanka-related activities for some time now. I feel the (only) objection is baseless, and probably an attempt to keep the project "private". Siwiki has no RFA policy, other than a direct copy of enwiki's WP:RFA, which has never been used. Two other stewards and a global sysop also voiced their opinions there, but only a handful of files have since been dealt with. I understand that the outcome can vary due this rather odd situation, but I'd like to know that I tried. Thank you, Rehman 04:15, 7 April 2020 (UTC)

I don't think we can promote you to an admin. I've marked a file or two with a deletion template, and in those cases it seems to be handled. Since finding copyright violations doesn't require admin-level access, it should be possible for you to do that. If they want to do that, why shouldn't we let them to? If there is any additional issue with this issue that might require steward intervention, you can let us know. --Martin Urbanec (talk) 10:29, 7 April 2020 (UTC)
It's a shame we let people hijack projects like this. I know I shouldn't use words as such, but looking at their responses, it is rather obvious. Over the past 10 years, I'm probably the first person to volunteer looking into this mess. The user not only shuns any help, but essentially wants to double the workload by asking us to review and tag the files first, so that they could press the delete button, when I already clearly showed them hundreds (or thousands) of very old bad files. It is situations like these people simply stay away from contributing to smaller wikis, and it is situations like these the reputation and credibility of such wikis stays on a downward trend. Rehman 05:11, 8 April 2020 (UTC)
Not done All projects are governed by local communities. What we don't allow is to get permissions if the local community doesn't wish so. Formally closing as not done. Please tag the images instead. If there is any other issue with the project, let us know. --Martin Urbanec (talk) 11:01, 10 April 2020 (UTC)
As you wish. I just want to reiterate that the 'local community' you mentioned above is just one single person - the only admin and the only active user. I don't personally gain or loose anything by looking the other way. But it is vividly clear that if someone doesn't step in now, the project would probably remain in such a mess for the next 10 years. And if the project remains as such, not only would new legitimate volunteers not be interested to join, but there would obviously be no one else experienced enough to be promoted for some time to come. And even if one person does comes along, what guarantee do we have that the existing "project owner" would not singlehandedly block that user as they have done in this case? I see nothing but en:WP:OWNERSHIP on a project-scale here. Rehman 07:17, 11 April 2020 (UTC)

This request is for mt.wikipedia only but I'm also requesting interface adminship. I am not requesting to be an administrator on any other project at this point. This is a bone fide emergency request to ensure that mt.wikipedia rebuilds a basic core of active administrators. --ToniSant (talk) 15:02, 6 April 2020 (UTC)

I fully endorse User:ToniSant to become an administrator on mt.wikipedia. --Leli Forte (talk) 15:32, 6 April 2020 (UTC)
Discussion should happen in a local venue, not Meta.--GZWDer (talk) 20:03, 6 April 2020 (UTC)
Thank you for your input GZWer. As stated above, local discussion has gone as far as it can and this is why we've put in this Steward request. Please note that the only bureaucrat on mt.wikipedia has not been active for almost 2 years and is not responding to direct communication from the only active administrator on this project. The endorsement here is indeed from this sole active administrator and is not meant to further the discussion but to request Steward action in what we consider to be an emergency. We are attempting to revive a project which desperately needs a new basic core of active administrators; any project that has just one active administrator is not sustainable. --ToniSant (talk) 08:39, 7 April 2020 (UTC)
I miss a link to a discussion that happened directly at mt.wikipedia. Could you link that? --Martin Urbanec (talk) 12:32, 9 April 2020 (UTC)

The local discussion has now ended, with six supporting and none objecting. --ToniSant (talk) 16:08, 14 April 2020 (UTC)
Thanks for the info. I'm inclined to way a week or so, to give local bureaucrat the chance to properly close that before we step in. --Martin Urbanec (talk) 21:35, 14 April 2020 (UTC)
Thanks @Martin Urbanec:, we are obviously more than happy to follow the formal process as needed. However, please allow me to point out that the only bureaucrat on mt.wikipedia has not been active since 18 July 2018. The only active administrator on mt.wikipedia has tried to reach out (since 29 March 2020) to this sole bureaucrat for mt.wikipedia off-wiki but it appears that he is either not responsive or unreachable. If we must wait another week, so be it. Our local off-wiki discussions, and some on-wiki exchanges indicate that we're most probably simply delaying the inevitable at this point. --ToniSant (talk) 09:36, 15 April 2020 (UTC)
I noticed that the bureaucrat, Chris Portelli has edited in the last few days on English Wikipedia and have left a note. --Green Giant (talk) 18:31, 18 April 2020 (UTC)

Interface administrator access

Hello, I am requesting this permission in order to improve the Wikipedia and Wiktionary interfaces but on the Tigrinya [3] wikiprojects and I want to help these projects prosper and be more recognized for their respective speakers. I have created the localized Wikipedia and Wiktionary logos for this language and would like to make them public, I also plan to create them for other Wikimedia projects in the future. There is no one active in these projects or special pages to request permissions and that is why I do it here. Thanks — Preceding unsigned comment added by Joanmp14 (talkcontribs) 15:34, 4 April 2020 (UTC)

Joanmp14 You will need to request that access on meta. --Izno (talk) 16:29, 4 April 2020 (UTC)
Moved from w:WP:BN. @Izno and Joanmp14: -- Amanda (aka DQ) 20:06, 4 April 2020 (UTC)
@Joanmp14: Has the community agreed with the promotion? --Martin Urbanec (talk) 10:02, 5 April 2020 (UTC)
@Martin Urbanec: Not at Steward_requests/Global_permissions, because it is very risky for me, so DeltaQuad recommended that I make the requests here since I only need it for those two wikiprojects --Joanmp14 (talk) 12:25, 5 April 2020 (UTC)
@Joanmp14: I mean, did's community agree with your promotion? It needs to be discussed there. Regarding logos, the correct way to change them is to request a configuration change at Phabricator, see Requesting_wiki_configuration_changes (note that also requires a discussion). Maybe some other of your use cases have a better solution as well, I can help if you want. --Martin Urbanec (talk) 10:28, 5 April 2020 (UTC)
@Martin Urbanec: There is no community portal or special page for request permissions on these wikis, for that reason I ask them here --Joanmp14 (talk) 12:41, 5 April 2020 (UTC)
@Joanmp14: I understand there is no process for requesting rights at that wiki. However, the promotion needs to be agreed by that wiki. Simply post a message at their Village Pump or similar page, and ask :). Also, I'd appreciate if you could explain for what you need those permissions (which changes you would like to perform). Perhaps there is some better solution instead. --Martin Urbanec (talk) 12:03, 5 April 2020 (UTC)
@Martin Urbanec: They also do not have a village pump, I cannot communicate with anyone because either such a page does not exist or is inactive. This is my only method of doing it. I just want to put the localized logos that I create for the Tigrinya Wikipedia[4] and Wiktionary[5] projects without asking someone because I need to test and see how it looks before going public, plus I have to make some modifications to fix some errors --Joanmp14 (talk) 16:06, 5 April 2020 (UTC)
I understand opposes aren't likely, but we cannot grant permission out of the blue. Also, note that being interface admin isn't the good way to do logo updates. Requesting a wiki configuration change is. The logo will look the same as it looks in your image editor ;). --Martin Urbanec (talk) 14:38, 5 April 2020 (UTC)
@Martin Urbanec: Okay, so I will create a new task. Thank you! --Joanmp14 (talk) 17:01, 5 April 2020 (UTC)

Not done per discussion. Feel free to re-create a new request if you need this permission in the future. --Martin Urbanec (talk) 15:15, 5 April 2020 (UTC)

We usually give temporary adminship to small wikis, to let them grow up, and to prevent take-over by rogue bad-faith sysops. Once the project is bigger, we'll assign the adminship as a permanent one. Best, --Martin Urbanec (talk) 09:16, 22 April 2020 (UTC)

Pinky sl@slwiki

In the name of Slovene Wikicommunity I request a permanent interface administrator status for our long-term hard working administrator Pinky sl who frequently updates MediaWiki files imported from EN:WP. Bureaucrat access

Leli Forte@mtwikipedia

Leli Forte (talk) 10:21, 15 April 2020 (UTC)

Not done I don't think that's necessary. If your wiki will loose a bureaucrat under AAR, the stewards will automatically become able to handle all requests themselves, without any delays - as it is clear no one can handle that locally. We prefer that instead of adding bureaucrats to quite small wikis. --Martin Urbanec (talk) 08:41, 16 April 2020 (UTC)

i'm not suspecting anything, I'm just posting the number of edits of voters - that's all :-). --Martin Urbanec (talk) 22:08, 10 April 2020 (UTC)
I do not think that there is a reason to deny this request. Ruslik (talk) 20:18, 18 April 2020 (UTC)
  •   Not done @नीलम: This was not an easy decision. The wiki has a page about bureaucrats but it was drafted on the same day as the vote started. It cannot be used as a local policy without community agreement. Therefore we need to consider the steward guidelines linked above. The vote meets some but not all of the requirements:
  • A minimum of 6-10 administrators.
  • The wiki has 3 permanent administrators currently, all of them appointed in the last three months.
  • A minimum of 15-20 votes.
  • The page lists 25 votes.
  • A minimum of 1-2 weeks.
  • The vote has now run for 17 days.
  • A support ratio of about 80%.
  • There are 24 support votes = 96% support.
  • The community must be large enough. This is a subjective requirement.
  • Special:ActiveUsers shows about 40 users made more than one action in the last 30 days.
  • The local village pump has had about 80 edits in six months, several of them from outside users.
  • The local deletion log shows less than 700 actions in six months.
  • The local protection log shows 6 actions in six months.
  • The local block log shows 8 actions in six months.
  • Unless I’m mistaken, there does not appear to be a page where administrator attention can be sought.
  • There may be other evidence of a large enough community but this limited overview suggests the community is not large enough yet.
My recommendation is that the community should do either or both of the following:
  • Hold elections for at least three or more new administrators.
  • Hold a community discussion and vote on a local bureaucrat policy.
Once either of these has happened, please hold another bureaucrat election. --Green Giant (talk) 21:51, 18 April 2020 (UTC)

E THP@azbwiki

@E THP: According to the guideline for granting crat status, your wiki only has 5/6 administrators, you only had 10/15 support votes, the community is only looking to appoint 1 crat, and the community doesn't have many steward requests for permissions changes. How does your wiki meet the minimum voting requirements? -- Amanda (aka DQ) 13:53, 21 April 2020 (UTC)
@DeltaQuad:We need a bureaucrat. Our wiki is not small.Voting users are had six managers who were laid off due to lack of activity. Thank you for giving us access for a year so that we can improve the situation next year.--E THP (talk) 07:27, 23 April 2020 (UTC)
Not done We do not give bureaucrat access temporarily, only permanently. A wiki of your size really doesn't need a bureacurat, and stewards are really happy to handle that for you. I'd like to assure you we do this only to protect little wikis, rather than being afraid of loosing powers or anything  . Best, --Martin Urbanec (talk) 08:12, 23 April 2020 (UTC)

I'm admin from zhwp. According to local policy, Liangent-adminbot has been inactive for more than one year (last edit on 2019-03-22 ) and his owner User_talk:Liangent#因不活躍而取消機器人權限的通知|was notified of the removal for more than 3 weeks (2020-03-22) (For bot, local policy need one week as required length of notice). This bot status has already been revoked . Please remove his admin right. Many thanks.--Manchiu (talk) 01:23, 18 April 2020 (UTC)

Account never made any edits or actions; probably created when the wiki was created. The username translates to "Abuse filter", although there is no documentation about that account, nor is there any linkages to the user or usertalk page. Owing to the fact that the account was never used, and no ownership details are published, access to power tools (i.e. admin rights) should be removed. Rehman 13:11, 19 April 2020 (UTC)

It's automatic account for AF, probably admin right cannot be removed from it. -- CptViraj (📧) 13:13, 19 April 2020 (UTC)
I've never come across such an account. Can a steward confirm? Rehman 13:26, 19 April 2020 (UTC)
There are such accounts (1 each for every project), with project consensus, the sysop flag can be removed. It is just a system account and every action it take is via the abuse filter extension where conditions are set to block. I.e. A human sysop sets the rules, the system account blocks. It's controlled by siwp sysops. Regards, Camouflaged Mirage (talk) 13:27, 19 April 2020 (UTC)
There's one on commons as well, c:User:Abuse filter. Minorax (talk) 13:36, 19 April 2020 (UTC)

Not done This account is indeed a system account. It performs actions based on set abusefilters. It can block users or even change rights if the filters are set to that. To not confuse users when that happen, the user has a sysop flag by default. However, the flags of that accounts are irrelevant - system accounts are capable of doing any kind of actions - be they flaged or not. --Martin Urbanec (talk) 13:37, 19 April 2020 (UTC)

To confirm the account is indeed an abusefilter account, you can go to MediaWiki:Abusefilter-blocker at the particular wiki. It will show the account's username. --Martin Urbanec (talk) 13:38, 19 April 2020 (UTC)

Thanks for the insight, Martin. Does it make sense that the account has no edits or actions? Rehman 13:51, 19 April 2020 (UTC)
See phab:T212268.--GZWDer (talk) 15:26, 19 April 2020 (UTC)
Thank you for that, GZWDer. This is interesting, and something that is not widely known. I wonder why there can't be a single global user (i.e. User:Abuse filter?) instead. Or at least if these system accounts can have a userpage explaining what they are. Rehman 16:12, 19 April 2020 (UTC)
Following Minorax's link to the Commons userpage, I've went ahead and added a note to the siwiki userpage. Rehman 16:18, 19 April 2020 (UTC)
Also, if you go to the local userrights page for the user, it includes a note that they are a system user: see w:si:Special:Userrights/අපයෙදුම්_පෙරහන --DannyS712 (talk) 07:43, 20 April 2020 (UTC)

@Martin Urbanec: Sorry for the problem caused. I have actually copy pasted from the above two requests which led to the problem. Will check this next time. Adithyak1997 (talk) 08:55, 21 April 2020 (UTC)

Local policy states that sysop rights shall be removed if a user is inactive for a year. Mentioned user has been inactive for 3 years. I've notified both the community and the user. Minorax (talk) 06:55, 2 April 2020 (UTC)

Policy seems to mandate the user needs to have a month to reply. The user was notified on March 26, which means this isn't actionable until April 26. --Martin Urbanec (talk) 08:31, 2 April 2020 (UTC)

@Martin Urbanec: Just for a clarification, then why is that log not seen in this page? Adithyak1997 (talk) 16:25, 20 April 2020 (UTC)
@Adithyak1997: Because the stewards manipulate with user rights via Meta and steward's actions are recorded in Meta, see [8]. --Martin Urbanec (talk) 16:28, 20 April 2020 (UTC)
Thanks for letting me know about it. Adithyak1997 (talk) 16:31, 20 April 2020 (UTC)
