- @علاء: We already had a voting for several users to become administrators and none of them have been granted any rights. - A link to a userpage works as a ping and notifies user authomatically, if I don`t mistaken. In the same time we don`t have any policies in Wikinews to notify user in another way. Yes, user was inactive and this was a reason for nomination. --A1 (talk) 15:55, 7 April 2018 (UTC)
- Unless the user has opted to receive email notification, it only delivers the notification on wiki, so they won't know it unless they visit the wiki. - Our standard inactivity rules, Admin Activity Review states they'll be notified of the upcoming desysop ("On wikis where no formal advanced rights review process exists locally, the stewards or their delegates will: ... notify those advanced rights holders who have exceeded the maximum allowed time period for inactivity. Such a notification (notice of maximum inactivity) will be sent as a message to the user's talk page on the wiki where they hold their respective rights.") and are given 1 month to follow up or face desysop. - Well, ukwn does not have an activity policy, but there was a vote for removal which is linked here, usually when there is a vote the policy is not relevant any more (even though slightly more people voted in the nomination resulting in her getting the rights). Usually policies are a way to de-flag for inactivity without a vote. Not that it matters, since the month designated ends tomorrow anyway. --Base (talk) 00:38, 13 May 2018 (UTC)

- Between 20171001 and 20180401 (local policy is within 6 months, not one year) Hoo man made: 9 "edits" and 11 "administrator actions", plus many other steward actions. Hoo man was also reconfirmed as a steward in March 2018. Meta:Meta–steward_relationship specifically calls out that stewards should honor the local policies as far as being a local admin goes. So yes this is the rule, but the rule seems a bit defective and possibly should be revisited (e.g. changing 10 "edits" to "edits or logged actions"). - There's no reason to wait. If Hoo man is re-elected, then he will be re-granted the admin flag, but the policy is clear and his access has to be removed for now. Matiia (talk) 19:37, 7 May 2018 (UTC)

- Meta:Administrators does not specify when exactly the removal has to take place. The date varied considerably in the past. This year it was delayed by 37 days. So, if it is removed 44 days after the due date (instead of merely 37 days) there will be no meaningful difference. Stewards after all do not always act instantly. - Well this situation is indeed a bit absurd. His RfA is obviously passing for now so we can wait and see at the end what happens. - To be fair:
- The election started while the wiki was still in Incubator, but after the creation of the wiki was approved by LangCom.
- Approximately half of the two-week period occurred after the wiki moved into its own subdomain.
- The members followed the rules they set up as a community (which as far as I can tell are similar to nlwiki's rules, and stricter than the minimum required by the stewards).
- The members worked on the wiki seriously in Incubator, and continue to work on it seriously in its own subdomain.
- Given the situation, I personally would recommend a six-month starting term, which is at the longer end of usual practice for administrators in new wikis. Once the community becomes a little more established in its own subdomain, you and they can figure out what the proper term should be. - @Ymnes: This is normal procedure for a new project or a newly started project. That doesn't make a difference. And whether there are local rules or not doesn't matter either. The only thing that's been looked at is the size of the project, that means how many active users are on it. Right now the Dutch Wikinews is still in it's early days and then we always appoint temporary admins. That doesn't mean you will never become a permanent admin. Just that you need to re-apply after six months; then we will look at it again and see if the community has grown. Right now you have admin rights and can do whatever admins need to do. I'd advice you to focus on creating new articles and establishing a community. Your response that you need to be able to appoint bureaucrats and bot bits as well is nonsense. You don't need to appoint bureaucrats right now; the stewards serve as bureaucrats when a project doesn't yet have any, and they can also add bot bits when needed. The request page for that is SRB. - Speaking as a former steward who already "lost power": in the past when stewards used to hand out permanent administrative rights to very small / new wikis with little community scrutiny (few voters), quite often the newly elected admins either became inactive after a few months and were never seen again, or it turns out that they started misusing their tools. In both cases it is then hard for stewards, or really anyone, to do anything about it; in the latter scenario, that is why RFC is full of complaints about broken small Wikimedia projects. - The problem of Meta is the lack of affinity with this reopened project. It was revived in the incubator in 2012, in 2016 and again from January 2017. Until the start, two users worked 6 months, one 5 months and one 2 months to revive a news project. The definition of news is that it is old after one week. They all worked in vane during this time, to really understand the eager to restart it. In the last period since the application to get it reopened, it took two full months to produce news of which was known to be old when it would be reopened. The slow mode of the Language Committee took me to motivate two users to stay because they had really had it with the whole system. Don't tell me that quitters are born in the incubator. I know that you didn't say it so cruelly, but all the replies here show a lack of affinity with this project.
- Looking back of what happens here at Meta again and again, is to meet the blogging society, like Wikipedians nagging - as if they have a magic glass sphere: "´we know that this is not going to work´" (if you had known him, you would have known he is multi blocked in English and Dutch, and just ruining our appetite). Another one nagging about things that can actually be said about him. Again another one that is hardly there any more on the projects.
- Than at the reopening the whole project should be refixed, and gladly after ten days another heavy editor came to help us. Since we have to do it all by ourselves, and still we make it.
- Meanwhile the project was edited yet by 26 different users, our articles are being translated to other Wikinews languages and a Amsterdam programmer asked about the possibilities to use the news on organization websites he develops. Be sure, our project is sexy! You don't quit such a thing.
- So is it justified that we don't want to be here anymore on Meta. We don't want this negativity around of people that don't know how well it is functioning. 6 frameworks of news, filled on a regular basis, and all kinds of issues other Wikinews editions didn't even think of to bind readers and writers. This is what it is and what has been achieved. No, this project has not been built by quitters.
- So far the motivational/emotional plead. But now the rules. I can understand that you hardly see reopened projects, but this Wikinews has its own set rules and they existed when the applications begun for the adminships. Whatever jurisdiction you may have, it doesn't apply here. Your comments here is the reason why I need to post out what you have done on different small wikis. Your comments here no doubt that can be used to verify what I have said and show that your comments are of low value to take as a reference. You have raised out that it is a misconduct during handling the deletions of two pages on zh.wikibooks. I have described the contents of that two pages and what the situations were during that time. As an admin, did you handle the case "on time"? Nope. "數字算式寶塔的推廣" which is the page I proposed to delete on 3 Feb 2017. You didn't handle it "on time". Let it be there for a month. Eventually, I needed to delete it by myself. [5] There is no guideline about how long should a RFD last for on zh.wikibooks. You have edited during that period. You're an experienced admin. I do believe that you should have checked the RFD page regularly as an admin. There is no objection on RFD regarding that page. No one can prove that it is not an original research. I don't see any problems regarding that deletion. For the wikibooks page regarding mahjong, I have described the problems of that page also. The problems are still there. Those users are not "new users". They all are actively contributing on zh.wiki. All wikimedia projects share a similar principle. The regulation may be different though. Therefore, they have the ability and eligibility to comment on RFA on other projects, especially the small projects in same language. - It is a norm to not using admin tools with COI. It seems that your high standard do not apply everywhere. For instance, the revisions containing the criticisms to you. [7]
- Actually, it is a same problem between the issue of AFD and the RFA of yours. There is no rules about how long should a AFD last for. And I received no objection about deleting that page not until now. No one can show us it is not a original research. It can be SNOW. On the other hand, there was a threshold of receiving at least six votes to be valid. Anyone can be the person to judge whether a RFA received six votes. I was the one supporting you to be sysop of zh.wikibooks during two RFA. I regret that I have not raised out the problems of having too high threshold at the VP on time. But it does not mean that I agree not to follow the rule. You may say, "hey Wikipedia is not bureaucracy. We should ignore the rule that hinder the development of the wiki." I will say these rules should be used with extra caution and not with subjective view. In your case, either a steward or a bureaucrat should raise out a objective based evidence to ignore the threshold of receiving at least six votes to be valid. For example, raise out the actual differences of the numbers of active users between two periods of time and show that the difference is significant enough. Ummm... To improve the situation, I think I should freeze your RFA and raise out the discussion at Village Pump to change the threshold. If you think that your first RFA can be SNOW to pass, it is strange that you are not agree with the closure of a RFD with SNOW, with "Wikipedia is not bureaucracy" and with "Ignore all rules".

Eventually, I needed to delete it by myself. [5] There is no guideline about how long should a RFD last for on zh.wikibooks. You have edited during that period. You're an experienced admin. I do believe that you should have checked the RFD page regularly as an admin. There is no objection on RFD regarding that page. No one can prove that it is not an original research. I don't see any problems regarding that deletion. For the wikibooks page regarding mahjong, I have described the problems of that page also. The problems are still there. Those users are not "new users". They all are actively contributing on zh.wiki. All wikimedia projects share a similar principle. The regulation may be different though. Therefore, they have the ability and eligibility to comment on RFA on other projects, especially the small projects in same language. - Requesting adminship implies consent to be examined by the community. Candidates are to adapt to the community, including reasonable criticism, not the community adapting to candidates. Even unreasonable criticism has to be politely answered to get the sympathy from disinterested third party.
- Criticizing existing and prospective administrators, bureaucrats, etc, is routinely inevitable. For example, I got this at least once in 2015 [8] when asked about how active I was as a bureaucrat on Wikimedia Commons. I accepted the criticism and resigned, but remaining an administrator there has been much easier.

I did 38% of all edits in ukwikibooks since Jan 2016. It is 4 times more than next active user on ukwikibooks in the same period. I did not count two users who post numerous articles that are not eligible for wikibooks as it is their original theories and are not educational. I tried to bring attention of existing admins to this on 2 Jan 2017 nominating those articles for deletion, however, only one of four sets of pages where deleted, other 3 sets where ignored. And these users continued to fill ukwikibooks with such pages without any reaction from admins. Our Bulgarian community is dealing with a particularly persistent cross-project vandalism and harassment, chiefly from the PavelStaykov and Modernator-related groups, the latter operating for as long as 7 years now. The introduction of an AI anti-vandalism bot and the (semi-)automated blocking of open proxies (currently at over 300,000 individual IPs and almost 8,500 ranges) have almost completely curbed the abuse on bgwiki, but some of the vandalism then spilled to other projects, notably the BG wiktionary, quote, and source. The first two have already been taken care of, so amongst the important local projects for the Bulgarian community wikisource remains the only vulnerable one. It is going to need constant attention, so in perspective I'll be seeking a permanent adminship, but a temporary one for a start would do just as fine, knowing what's the usual procedure. I'll also be trying to cover as much as possible of the other typical sysop activities that I already take care of on bgwiki, bgwikt and bgquote.

Hello, the Wikipedia in Hausa doesn't have a user community strictly speaking right now and there is no formal local permissions procedure. I'm one of the very few active contributors, working together with Wikimedia Nigeria in order to increase contributions from Hausa speakers, and able to speak basic Hausa. I'm a quite experienced user (20k+ edits) and was an administrator on fr.wikipedia from 2006 to 2015 (desysoped at my own request). I was sysoped for 4 months in July on ha:... but it expired recently and I'm still the only "local" admin. The admin tools would be very useful in order to fight vandalism on ha.wikipedia, improve the main page, solve copyright violation issues, etc. Thanks a lot for your help. - To be fair:
- The election started while the wiki was still in Incubator, but after the creation of the wiki was approved by LangCom.
- Approximately half of the two-week period occurred after the wiki moved into its own subdomain.
- The members followed the rules they set up as a community (which as far as I can tell are similar to nlwiki's rules, and stricter than the minimum required by the stewards).
- The members worked on the wiki seriously in Incubator, and continue to work on it seriously in its own subdomain.
- Given the situation, I personally would recommend a six-month starting term, which is at the longer end of usual practice for administrators in new wikis. Once the community becomes a little more established in its own subdomain, you and they can figure out what the proper term should be. I can imagine when a new community is formed, adminship is temporary. However here it is an existing team that likes to continue, and does not want to be put back in time. - @Ymnes: This is normal procedure for a new project or a newly started project. That doesn't make a difference. And whether there are local rules or not doesn't matter either. The only thing that's been looked at is the size of the project, that means how many active users are on it. Right now the Dutch Wikinews is still in it's early days and then we always appoint temporary admins. That doesn't mean you will never become a permanent admin. Just that you need to re-apply after six months; then we will look at it again and see if the community has grown. Right now you have admin rights and can do whatever admins need to do. I'd advice you to focus on creating new articles and establishing a community. Your response that you need to be able to appoint bureaucrats and bot bits as well is nonsense. You don't need to appoint bureaucrats right now; the stewards serve as bureaucrats when a project doesn't yet have any, and they can also add bot bits when needed. The request page for that is SRB. - Speaking as a former steward who already "lost power": in the past when stewards used to hand out permanent administrative rights to very small / new wikis with little community scrutiny (few voters), quite often the newly elected admins either became inactive after a few months and were never seen again, or it turns out that they started misusing their tools. In both cases it is then hard for stewards, or really anyone, to do anything about it; in the latter scenario, that is why RFC is full of complaints about broken small Wikimedia projects. - The problem of Meta is the lack of affinity with this reopened project. It was revived in the incubator in 2012, in 2016 and again from January 2017. Until the start, two users worked 6 months, one 5 months and one 2 months to revive a news project. The definition of news is that it is old after one week. They all worked in vane during this time, to really understand the eager to restart it. In the last period since the application to get it reopened, it took two full months to produce news of which was known to be old when it would be reopened. The slow mode of the Language Committee took me to motivate two users to stay because they had really had it with the whole system. Don't tell me that quitters are born in the incubator. I know that you didn't say it so cruelly, but all the replies here show a lack of affinity with this project.
- Looking back of what happens here at Meta again and again, is to meet the blogging society, like Wikipedians nagging - as if they have a magic glass sphere: "´we know that this is not going to work´" (if you had known him, you would have known he is multi blocked in English and Dutch, and just ruining our appetite). Another one nagging about things that can actually be said about him. Again another one that is hardly there any more on the projects.
- Than at the reopening the whole project should be refixed, and gladly after ten days another heavy editor came to help us. Since we have to do it all by ourselves, and still we make it.
- Meanwhile the project was edited yet by 26 different users, our articles are being translated to other Wikinews languages and a Amsterdam programmer asked about the possibilities to use the news on organization websites he develops. Be sure, our project is sexy! You don't quit such a thing.
- So is it justified that we don't want to be here anymore on Meta. We don't want this negativity around of people that don't know how well it is functioning. 6 frameworks of news, filled on a regular basis, and all kinds of issues other Wikinews editions didn't even think of to bind readers and writers. This is what it is and what has been achieved. No, this project has not been built by quitters.
- So far the motivational/emotional plead. But now the rules. I can understand that you hardly see reopened projects, but this Wikinews has its own set rules and they existed when the applications begun for the adminships. Whatever jurisdiction you may have, it doesn't apply here. One can say, why does it matter to apply after six months again...: the answer is just because no-one likes to be overruled by someone that doesn't have the right. Please can you give LIVE NIEUWS administrator rights for a undetermined time. He has been elected by our community with rules set by our community. Dutch Wikinews is a reopened project that has run since 2005, not a new one, so our community decides on these issues.
