I am mainly active on Commons and I have a good edit history there. I think I can help other projects also through this tool to fight against vandalism. I promise I will use this tool carefully and will not misuse it. Thanks.-- (talk) 09:03, 2 January 2020 (UTC)

  •   Oppose Don't be discouraged and thank you for your contributions but a index of 0.94 as well as only 31 wikis edited (which only a few are small wikis) clearly shows lack of experience. Many of the other edits from the rest of the projects aren't reverts but moving of files. I also note that they did not have rollback rights on any wikis (unless I am wrong) which doesn't give me confidence that they will know how to use the rights properly. Do apply for local rollback rights first in projects in Commons. I will note that even for commons their use of undos here seems to be only to their own contributions. •   Strong oppose this looks like hat collecting to me. I suggest we snow close this request. For the record, they have edits on 30 other wikis because they are a file mover on Commons and they made those automatic edits when replacing renamed files' usage. Masum Reza📞 09:18, 2 January 2020 (UTC)

Global rollback for DannyS712

Hi all. I'd like to request global rollback to better help with combating vandalism and long term abuse across multiple projects. I

  • Am a sysop on mediawiki and english wikiversity
  • Hold rollback rights on multiple other projects where they are available to non-admins, and make use of the rights
  • Am a part of the small wiki monitoring team, and use SWViewer to help patrol, among other things
  • Have read and understand the policy governing global rollback
  • Know to be cautious when I don't know a language, and if in doubt leave edits for someone else to examine

Please let me know if you have any questions for me. Thanks, --DannyS712 (talk) 06:50, 26 January 2020 (UTC)

Requests for global sysop permissions

Global sysop for ~riley

The following request is closed. Please do not modify it. No further edits should be made to this discussion.
Not ending before 23 January 2020 00:21 UTC

Hey all; Riley here. This may seem premature in the sense that I actively have an open meta RfA, however, I have had quite an afternoon where global sysop would have been a major benefit. Let me walk you through my afternoon dealing with one LTA:

  • Eight IPs vandalizing seven different wikis (af.wq, af.wb, af.wikt, az.wikt, az.wq, az.wb, meta) - six of these are GS wikis.
  • 371 edits rollbacked, 188 pages requested deletion.
  • Triggered abuse filter while attempting to remove vandalism on each

While this is far from an average day, global sysop would benefit me in my work on the SWMT by being able to block these LTAs, nuke the pages, bypass abuse filters and most importantly, increase response time while decreasing the need for steward involvement (although in this case, these IPs ultimately needed steward intervention). While this LTA will have chilled out by the time this request closes, I would like to have the tools to be helpful and this is the next logical step towards that.

For those who do not know my background, I am an active member of the SWMT and live on IRC in #wikimedia-stewards where I spend most of my time talking to StewardBot whether it be through @steward or editing SRG. I am a global rollback and an admin on a content project (Commons). For those interested, I live in the UTC+-8 which would also be beneficial.

I meet the global sysops policy in terms of userpage requirements and having 2FA enabled. ~riley (talk) 00:21, 9 January 2020 (UTC)

At the time of the request, I had 2FA enabled. To be completely transparent; I disabled it for a period of time to run mass undeletions using pywikibot on Commons as it was quicker than setting up a bot password and I had yet to be granted the GS permissions. 2FA is now re-enabled and I have setup a bot password for future use to ensure I comply with the policy once I am a GS. ~riley (talk) 00:09, 15 January 2020 (UTC)

Requests for global IP block exemption

Global IP block exempt for 它是我 and Prins Jan de 1e

Please permit me to edit with the IP block exempt. I am using an open proxy due to the fact that I connect to internet using a VPN connection which is permanent on our home-router. Due to the nature of VPN, it is likely that my IP-address will often change. My main account is 'Itsme' and that account has already been granted permission to edit with the IP block exempt (a few years ago) for other reasons. I quite often attempt to edit using public WiFi on trains, but find these IPs to be globally blocked quite frequently. For example, I'm currently editing from 35.178.115.66, which is rangeblocked, and used by en:Avanti West Coast's WiFi network. I have also had the same problem on other operators. You can use 1.1.1.1 DNS service without the VPN by selecting "1.1.1.1" and not "1.1.1.1 with WARP+" option in the settings of your 1.1.1.1 app. If your DNS is the only problem, you can simply use the 1.1.1.1 settings without the VPN. Is it sufficient or do you still need VPN after trying that options? — regards, Revi 01:11, 21 December 2019 (UTC)
(Even though your mobile OS will report you have connected to "VPN server", for simple 1.1.1.1 settings, it only routes DNS traffic to Cloudflare, and all other traffic doesn't route Cloudflare. WARP+ routes all traffic through Cloudflare.) — regards, Revi 01:12, 21 December 2019 (UTC)

As a result, I think I need GIPBE so I can edit normally. I have sufficient experience on editing and I can make sure I will use this right appropriately.--Lhzss8 (talk) 05:19, 20 January 2020 (UTC)

Global IP block exempt for Rogermx

I have been an editor since 2007 and have over 16,000 edits. For security purposes, my company uses a managed proxy server. Have used it for seven years without blocking...until two weeks ago. Am requesting a global exemption. Thank you. Please let me know if you need more information. Rogermx (talk) 14:11, 21 January 2020 (UTC)

Global IP block exempt for 流椀希土

I'm an editor mainly contributing in zh-wikipedia, but when I try to correct a mistake for zh-wikisource, I find my account being blocked for I'm using a VPN, and as you may have known it, Chinese mainland users could not even access wikipedia without a VPN. So I'm here calling for a GIPBE, thank you very much. --流椀希土 (talk) 19:00, 22 January 2020 (UTC)

Hello @Tatupiplu: Considering that you mostly edit en.wikipedia a local IP block exemption would work best for you. Please see Wikipedia:IP block exemption for the requesting process over there. Thanks. —MarcoAurelio (talk)

Global IP block exempt for kiyoweap

When I enabled the upgraded Norton's "VPN protection" utility, I was reassigned an IP in a blocked range (which I emailed to "stewards"). I prefer to be able to edit without disabling. Global IP block exempt for Peterwu2019

I'm in Mainland China, where most Wikis are blocked. I'm using VPN to use them. But I want to take part in them and try to edit. But the full blockade of all Wikis really bothers me. My IP address is hidden through the VPN, so I can't provide it in the unblock request. Because of the IP range block, I can't even write any words in my talk page, I even can't show my unblock request there, thus I can never contribute, though I'm also a victim. I hope to unblock, though it's neither your error nor my fault. If you can consider unblocking, it can be really great. If the unblock can cause problems, I'll also respect your decisions , thanks, --Peterwu2019 (talk) 07:30, 27 January 2020 (UTC)

Requests for global rename permissions

Global rename for Ritchie333

Not ending before 29 January 2020 18:14 UTC

I am a longstanding (if sometimes controversial) admin on the English Wikipedia, and sometimes deal with unblock requests for username changes. I have recently advised somebody to contact a global renamer as part of the procedure to unblock them, and having seen a protege of mine acquire global renamer rights here, it seems like a reasonable idea to request them myself. I have 2FA enabled. Ritchie333 (talk) 18:14, 15 January 2020 (UTC)

  •   Neutral Not convinced - are there a lack of global renamers on the English Wikipedia? Not sure from your request that we need another member. Leaderboard (talk) 21:57, 15 January 2020 (UTC)
Enwiki represents ~30% of the users, edits, etc from across the Wikimedia network. Their practice of a) having a relatively restrictive username policy and b) requiring users to change their name as a condition of unblocking means that there is always work for renamers there, particularly admins who are actively involved in answering unblock requests. – Ajraddatz (talk) 23:25, 15 January 2020 (UTC)
  •   Support trusted user, fair rationale. – Ajraddatz (talk) 23:25, 15 January 2020 (UTC)
  •   Support Compelled by the username policy for enwp, which I am quite unhappy with (frankly their rationale is what almost every enwp sysop gave when they came here to ask for this right). Per my previous supports, one more enwp sysop given the right and uses them is one less work for renamers who homewiki isn't enwiki. This seems valid and fair. I will think we might as well bundle Global rename with enwp +sysop as there are almost certainly these arguments raised per Ajraddatz which justify and make there a consensus to grant the request despite arguments like Leaderboard ones which are valid. Hope Ritchie333 will take it slow and take advice from more experienced renamers when in doubt. Just a sidenote, I also don't know why a username NotButtigieg can be seen as famous / impersonation of Pete Buttigieg, it's not. --Camouflaged Mirage (talk) 07:04, 16 January 2020 (UTC)

Although they likely won't use it often, I don't think we should pretend there is a limited number of global renamer spots; I am happy to support most experienced enwiki admins for this right in relation to their use as part of unblock requests due to the enwiki username policy. ~riley (talk) 17:25, 16 January 2020 (UTC)

API high limit requestor for PSS 9

PSS 9 is an anti-vandalism sysop bot on the Bulgarian Wikipedia. The bot requests globalallusers from Meta's API once per hour. Users with global rights should be “trusted” by the bot, even if it has no previous knowledge of them. Without a bot or apihighlimits-requestor flag, the API returns up to 500 usernames (agulimit). That's OK for now, but just barely—the current list is 467 usernames long. It's technically possible to ask for smaller subsets of users (with e.g. aguprefix, agufrom, aguto), but this will be more error-prone and likely more taxing on the API. An apihighlimits-requestor flag would likely (just as a bot flag) allow up to 5000 usernames to be returned with just one request. Initially, I asked for a bot flag on Meta, but MarcoAurelio was very kind to suggest that API high limit requestor may be more appropriate for the specific use case.

Thank you very much for considering this request.
— Luchesar • T/C 15:23, 16 January 2020 (UTC)

Why cannot the bot request it from bgwiki? Ruslik (talk) 15:56, 16 January 2020 (UTC)
Ruslik, good question. That's actually pretty embarrassing—I think I remember not being able to send this query through https://bg.wikipedia.org/w/api.php, but it definitely works now. It's possible that I haven't looked at the right place or it might've been still enrolled. It's kind of strange that I now also get more than a 1000 usernames (if the 500 username limit were the cause in Meta, I thought I'd get exactly 500, not ~467, as I was getting earlier). Anyway, I definitely need to do some debugging.
Please disregard this request and sorry to have taken your time without much real reason (and thank your very much for the tip to check the API at bgwiki!).
Cheers,
