Stewards are meant to enforce global policies on libel and wikien has recreated it

I'm afraid it doesn't matter what is being added; Stewards have no jurisdiction to act and are not responsible for "enforcing global policies" where there are local functionaries who are able to act. I mostly agree, at least that ArbCom is being asked to do too much with too few resources.

First, if ArbCom is being asked to handle off-wiki harassment, then the WMF is placing itself at legal risk. Off-wiki harassment has civil and criminal implications, and should be handled by paid staff, not by volunteer arbitrators. If paid WMF staff finds that editors must be banned, WMF has the power, which it has used, to ban users globally.

The post then lists three areas where “the community has failed”: CU/OS (checkuser – oversight) responsibility; administrator misconduct; community ban appeals. It is true in an abstract sense that “the community has failed”, but the English Wikipedia community, as represented by those of its editors who take part in discussions, is a large, diverse, and fractious community that is not really capable of self-government. The fact that it almost does govern itself is an interesting experimental outcome that perhaps requires more explanation that its failures to govern itself. It is time for the WMF to lead or even to govern (it owns the servers), since asking the community to govern itself is asking what has been proven not to work. With regard to Oversight, in particular, the WMF should take that responsibility on itself, again, so that it does not place itself at legal risk, since the primary purpose of Oversight, which is really suppression, is to remove possibly defamatory or otherwise legally questionable posts. Checkuser supervision requires the same high degree of trust as is placed in the arbitrators, but other than the need for trust, there is no connection. If community ban appeals are a burdensome drag on the arbitrators, again, another group of trusted functionaries may be needed. The WMF should lead, initiate, or if necessary govern, rather than expecting “the community” to do what it has not done.

What the community can see is that ArbCom cases are time-consuming, and that the ArbCom is only able to handle a few cases at a time. In 2005 through 2007, the ArbCom was able to handle a hundred cases a year, until additional responsibilities were shifted to the ArbCom.

I have suggested in the past and will suggest again that the ArbCom should handle full evidentiary cases in panels of three, with the power to issue final rulings, from which there should be a right to request en banc rehearing, but no right to an en banc rehearing. That is my suggestion. Other reform suggestions may vary. In any event, the WMF should take leadership in areas where “the community has failed”.

You are talking English Wikipedia; they have an ArbCom; they manage their affairs. Stewards role is defined as [Stewards] are tasked with technical implementation of community consensus, and dealing with emergencies such as cross-wiki vandalism. Stewards are empowered to act as members of any permissions group on any project with no active member of that permissions group. For example: wikis without administrators may call upon stewards to fulfill that role; stewards will act as bureaucrats as needed on wikis without bureaucrats. No where does it mention what you are stating, and I think that we know our role. Well at least there is some kind of discussion allowed, en wiki would have blocked by now. This is not a community dispute, this is a technical issue where some admins HJ Mitchell and Ymblanter are using their technical privs given by global to block with out engagement, I have documented this on BLP noticeboard as well.

oversight is a global task and HJ Mitchell and YmBlanter need overviewed because they block by default and not allow consensus.

On Wikipedia, he'd promised he would not disrupt anymore. However he then continues, and gets blocked indefinitely. For example, he created a template, Pharmacology of ethanol. Then he creates articles, Comparison of specific absorption rate for smartphones and List of people who have had an alter ego, but gets nominated for deletion, Alternative psychoactive alcohol use, but it is a direct copy from an unknown URL, and so on. How about we just leave it. You block the user locally, and manage locally, and we will ignore their requests, probably by removal/reversion if possible. Ignore the noise, and let them find a place that they can edit usefully. Even though that's already over. But I have to make clear that it is not threatening me and several other editors to a death duel at all. I was just disordered at that moment when attacked. But that's all over! en.wikipedia.org, zh.wikipedia.org, ja.wikipedia.org and de.wikipedia.org, all of them have already blocked me from editing or contributing. As to en.wikipedia.org and zh.wikipedia.org, I have to say I am exhausted, and do not want to involve any trouble with people there. I come to Wikipedia.org just want to write something on computer science and linguistics. billinghurst, even though I know I did a lot of ridiculous and stupid things here and there, but I wonder whether I am still welcome to other wiki projects? Account was created on vi-Wiki, where its only actions so far has been to create a bogus ("Lorem ipsum") article. It migrated to en-Wiki where it performed as series of extensive, unexplained deletions from various, mostly administrative, pages and got blocked (by me) for vandalism. It also made a foray into Wikidata where it inappropriately removed a Spanish inter-wiki link for a help page. @Billinghurst: I was never blocked on Wikia. But I was blocked on a few Wikimedia projects for the same reason as the global lock. I would like to continue editing on the Simple English and Scots Wikipedias. For many attacks from anonymous users, I feel extremely shame. Because this kind of behaviors only prevent further useful contributions to Wikipedia.org, rather than set up positive view of it. I do have to say this IP users and many other Wikipedia admins also use their rights to counter with the wikipedians or editors who has the opposite views to them. Wikipedia.org should be a place for knowledge exchange rather than a place for setting traps and manage to defeat other innocents editors. I wish Wikipedia.org could reconsider the lock to Janagewen, after he has been blocked from en.wikipedia.org, he also used other user accounts to contribute useful things, and such as http://en.wikipedia.org/w/index.php?title=User_talk:Computerfaner&oldid=643285693, in it, it says Edits you make on user-talk pages count as contributions to Wikipedia. Note: The reason for the global-locks by the Stewards may be due to the now deleted contribs of the sock accounts (restored for visibility of diffs). One example: Threatening an admin (not himself, not Miszatomic, but admin UDScott ) and his family with physical harm and death: "U SON OF A BITCH U BETTER UNBLOCK ME OR ELSE U AND UR LOVED 1S WILL FACE A PAINFUL DEATH!". I see Cirt keeps trying to use stewards to get his way in local wiki disputes. As I've explained elsewhere, it's ridiculous to suggest that Miszatomic's main account should be globally locked. Now, if User:Jody Fosteur really is Miszatomic's sock, then it did behave badly, which was his excuse to then block it himself. Again, stewards familiar with the troll he was imitating know he does make death threats, so it's not surprising that Miszatomic would also copy this (although it shows very poor judgment). That said, Miszatomic's main account itself has never made any bad edit, on any project, as far as I can see. It is only blocked in one project (by Cirt), and that project can manage without central interference from stewards, thanks. ~ DanielTom (talk) 11:11, 28 January 2015 (UTC)
  Not done. My lock was done based on the suspicion of a relation with an LTA. Since long-term abuse hasn't yet been confirmed, it doesn't seem appropiate to me to lock the main account. I have known Leucosticte since about 2007. I recall no example of him ever lying about the identity of any of his many socks (or about anything, for that matter).
