One word answer "Spam".
So if that is solely your IP address, then you have a massive problem that needs resolving by you. If it is a shared IP address then you had better speak with your internet provider to get them to resolve the issue. Your IP is part of range, which has historically hosted a bunch of open proxies (see the policy). If you'd like to edit, please create an account and I'll exempt you from the global block. @Vituzzu: does that range even need to still be blocked? (edit conflict with below) @Snowolf, Sj. Brief history. Sghezza mistakenly appealed a local enwiki block here. The account was then globally locked, (crosswiki abuse: tamburellista) The IP appealed on meta. Ajraddatz found the enwiki block and global lock were probably in error, and unlocked. The IP was then globally blocked, (Long-term abuse: Tamburellista). Tamburellista = "Tambourine player," likely = "spammer" or "promoter." Sj just unblocked Sghezza on Wikipedia, however, the IP is still blocked, so Sghezza will not be able to edit, unless it is unblocked or Sghezza is given IP block exemption. However, the IP belongs to the w:Ministry of Cultural Heritage and Activities (Italy). --Abd (talk) 00:13, 12 June 2014 (UTC)
Tamburellista is the name given to a long-term abuser, who alternates between editing sports and history-related articles on enwiki/itwiki and harassing certain users. As I mentioned below, the behavioural evidence does match (after being shown further examples than I had found), though with the exception that there are no other apparent socks at the moment. Please unblock this IP as soon as you can, as noted above by Adb that's one of the out-facing IP addresses of the Ministero dei Beni e delle Attività Culturali in Italy - that means blocking thousands of people from editing. Just a note that I've discussed this with Vituzzu (stewards see ML), and do agree that there is behavioural similarities which could suggest sockpuppetry, though not with the other accounts that he was blocked with on enwiki. That said, there is no indication of any other socks, and Sghezza hasn't been very disruptive - I'd be OK with giving them some rope and seeing what comes of it. Worst case scenario we can lock/block again, best case we've allowed a good user to return. Ajraddatz (talk) 23:43, 11 June 2014 (UTC)
For the record, some of the behavioural evidence I spoke of: Schivoso is one of a number of locked sockpuppets who display similar editing patterns to Sghezza. There is also similarities in block appeals. A difference in this case is that there's no indication of other sockpuppets, and Sghezza hasn't made any obviously disruptive edits. This case is largely settled with Billinghurst's action, but I wanted to make sure that the rationale for action either way was clear here. Ajraddatz (talk) 04:55, 15 June 2014 (UTC)

I have modified this from a hard block to a soft block, as an intermediate solution worth trialling, such existing accounts need to login to edit. @Steko: If we can prevail on your goodwill. If there is a means for this general issue to be raised by social means in the Ministry (internal yammer?) about (ab)use of Wikimedia wikis, that may be helpful. If abuse becomes problematic then we are more likely to tighten again and look to use block exemptions.   • There is much other disruption from the same IP range, but most that I've seen has been confined to en.wikiversity, so I have not brought it here. But, today:
  • is now blocked on en.wv and on simple locally, and on simple by M7, who refers to "several accounts." On en.wv, the user, when the IP above was blocked, registered an account
