  • The community needs to develop an active test project; it must remain active until approval (automated statistics, recent changes). It is generally considered active if the analysis lists at least three active, not-grayed-out editors listed in the sections for the previous few months.
  • The community needs to complete required MediaWiki interface translations in that language (about localization, translatewiki, check completion).
  • The community needs to discuss and complete the settings table below:

Settings
Project name Wikipediya "Wikipedia" in your language
Project namespace Wikipediya: usually the same as the project name
Project talk namespace Wikipediya ndɔnjɔɔlɩyɛ: "Wikipedia talk" (the discussion namespace of the project namespace)
Enable uploads no Default is "no". Preferably, files should be uploaded to Commons.
If you want, you can enable local file uploading, either by any user ("yes") or by administrators only ("admin").
Notes: (1) This setting can be changed afterwards. The setting can only be "yes" or "admin" at approval if the test creates an Exemption Doctrine Policy (EDP) first. (2) Files on Commons can be used on all Wikis. (3) Uploading fair-use images is not allowed on Commons (more info). (4) Localisation to your language may be insufficient on Commons.

Project logo Wikipediya This needs to be an SVG image (instructions for logo creation).

Hello. I propose you to open the Kabyé Wikipedia project. Kabyé is spoken mostly in Togo, as well as in Benin and Ghana, by near 1 million people. The wiki is very active for today and now ALL of the most-used documentation messages have been translated. (Of course the language code kbp is valid.)

It is relatively rare situation when the project in an African language shows significant activity. So let it be a successful separate wiki. Thanks. --Ghiutun 19:38, 23 May 2016 (UTC)[reply]

  2. Thank you for proposing this [User:Ghiutun|Ghiutun]]. Kabiye is one of the two "National" languages of Togo. In the Togolese context "National" language means one that the government is promoting in formal education and the media. The other national language, Ewe, already has a Wikipedia. --Gnangbade
  3. The Kabiye Wikipedia was set up by the Secretary of the Kabiye Language Academy, which is an organ of the Togolese Ministry of Education, so it is a local initiative. --Gnangbade
  4. With over 1m L1 speakers, Kabiye is the largest ethnic group in the north of Togo, and the second largest in Togo --Gnangbade.
  5. The President of Togo is Kabiye, as was his father before him, so the language a degree of political prestige --Gnangbade.

Hi MF-W Hurray, this is the news we've been waiting for. At last. Thank you to all concerned! However, I don't understand what data needs placing in the Table above. Please can you guide me? It is explained in the third column. Project namespace are the pages that begin with "Wikipedia:" in English Wikipedia and "Wikipédia:" in French Wikipedia etc. Project talk is "Wikipedia talk:"/"Discussion Wikipédia". You need to enter the Kabye translations for that. The logo is the Wikipedia logo translated into Kabye. --MF-W 07:49, 13 March 2017 (UTC)[reply]
Hi MF-W Done. Please let me know if there's any other missing data. I'm still concerned that the language is often wrongly spelled in English (see discussion above), on this page for example https://www.wikidata.org/wiki/Q35475. No current anthropologists or linguists writing about the language still use 'kabye'. The consensus is 'Kabiye' in English, "Kabiyè" in French, "Kabɩyɛ" in Kabiye. On 24 Marc 2017, MF-W wrote me an e-mail:"Hi Gnangbade, Sorry to bother you again with a problem in the process of creating Kabiye Wikipedia. There still need to be some more (ca. 100 probably) message translations of the MediaWiki interface, as it was discussed on <https://translatewiki.net/wiki/Thread:Support/Most_used_messages_have_all_been_translated_into_Kabiye>. This is not a requirement from the language committee, but a requirement from the side of translatewiki.net, as they have an independent threshold for deciding when they start to export translations to make them available for use." I already suspected this might come up. Realistically, it isn’t going to happen until May at the earliest, but we will give it our attention as soon as we can.
