Requests for comment/Tatar Wikipedia - Unnecessary tip for anonymous users

I raised this point with Wikimedians and may be informed it might be more appropriate to raise it here.

Tatar Wikipedia adopted the unnecessary tip "<div style="position:absolute; z-index:100; right:100px; top:0px;" class="metadata" id="anontip">" (e.g. "Have questions? Find out how to ask questions and get answers."), which can be seen by unregistered users and cannot be removed without discussion.

I reopened the request, so we can understand the issue and create a bugzilla request. As an unregistered user, I've seen "Learn more about citing Wikipedia" (or other related to it) in the article "1800 ел" on Tatar Wikipedia.
