This person signed up for the end of 2017.

As you can see from this, at first it was blocked for a month with simple vandalism.
But, Look at this, you can see behavior that annoys certain users, and eventually they have been blocked for a long time. It does not end here.
Look at this. The user has created a user discussion to ask the specific user to sue. This may appear to be a threat that is prohibited by wmf:Terms_of_Use, and Korean Wikipedia prohibits legal threats with wikipedia:ko:백:법적 위협 금지. In violation of both of these provisions, in the Korean Wikipedia, has been permanently blocked.
Also, in Wikimedia Commons, as you can see in commons:User talk:2018년, by continuing uploads in violation of copyright, snooping certain users, using profanity, and pulling the work of a wiki other than the WMF wiki, Despite receiving a warning from revi, it continued, eventually being permanently blocked.
And look at this. This user says it in the Korean WMF wikis I'm unfair / Please block certain user

• Do we really need it? Global bans says... "Merely meeting the above minimum criteria does not mean that a global ban is required". Global bans are warranted for more serious case like...
  • Harassing or threatening contributors to the projects, on- or off-wiki.
  • Serious on-wiki fraud or identity theft that is not simple abuse of multiple accounts.
  • Inappropriate use of user rights with access to private information, such as CheckUser or Oversight.
  • Violations of the privacy policy or other official Wikimedia policies.
  • Persistent cross-wiki copyright violation

While 2018년 satisfies Global bans#Criteria for global bans criteria - 1. they show same problematic behavior @ kowiki and commons, 2. few admins (including me and few others on Commons, and other admins on kowiki) have told them about their wrongdoings, and 3. they are indef-blocked on commons and ko (two wikis) for their behavior, that does not mean they should be banned. (By the way, "indefinite block" does not mean it is "permanent" - they can be unblocked if they are able to prove they have learned their mistakes (I'm not saying he did.) — regards, Revi 13:05, 27 February 2018 (UTC)
