The recommendations from all groups should reflect the manner in which they support the movement’s primary purpose: the creation, collection, development, management and distribution of free knowledge. Recommendations should be strategic rather than operational. (Example: “We will create tools to measure X” is strategic, “We will create Z tool to do Y” is operational.)

Q 2-1 What assumptions are you making about the future context that led you to make this Recommendation?

The purpose is to reinforce the importance of streamlining the strategic recommendations to only those that are able to demonstrate a close tie to the strategic direction and/or its focus areas.

Draft recommendations that cannot show this close tie may still be incorporated into the process of bringing the core recommendations to fruition. Those draft recommendations that are more operationally focused may be appropriate for developing the implementation plan even though they are not primarily strategic.

This recommendation should assist all Working Groups and the Harmonization Team to focus their recommendations on the strategic direction.

The key targets are the Working Groups and Harmonization Team, but may also influence those who are contributing and commenting in other ways, and those who participate in the decision on whether or not to proceed with the recommendations.

Some recommendations that have identified gaps or needs that don’t fit into the strategic direction may not be implemented or further investigated.

Q 4-2 What could be done to mitigate this risk?

Draft recommendations that do not become part of the final recommendations should be reviewed periodically during the course of the strategy to determine whether they can/should be implemented for reasons other than strategy (e.g., some may relate to a legal issue that is still important to address, even if it is not for a strategic reason).
