Recommendation 3: Partnership framework for harnessing modern technological developments

Q 1 What is your Recommendation?

We need some common agreement technical standards to support partnership framework. We need to include modern technological developments with machine-trained automated task to improve Wikimedia eco-systems that will help to achieve the common shared goals with our partners. We recommend harnessing the full potential from future technology streams to support mutual learning with partners, developing the essential knowledge infrastructure for the public good, and improving technological developments such as  Artificial Intelligence (AI) applications to derive full value from partnerships.

Q 2-1 What assumptions are you making about the future context that led you to make this Recommendation?

Based on 'This Month in GLAM' reports amongst others, volunteers when they approach a potential partners barely present Wikimedia ecosystem as offering latest technology such as AI based API model for Museums. Most partners want to work with Wikimedia Movement because they want visibility of their content. Things may change in future (say 2030). Forecasting future expectations amongst the potential and existing partners may build on a hypothesis which changes weights amongst the present-day partner’s expectation parameters (Visibility of partner’s content on Wikimedia Projects amongst others may not be the only prime driven factors in future) and addition of few new which may include modern technological developments to deliver the common shared goals.

Q 2-2 What is your thinking and logic behind this recommendation?

Potential and existing Partners (say GLAM institutions) are studying, observing, learning and are also adopting to modern technological developments such as machine learning, artificial intelligence (AI), etc in their routine business. Modern day technology revolutions such as Artificial Intelligence (AI), Machine Deep Learning, etc require a constant desk support, hence, for Wikimedia Movement with it volunteers to remain advanced, it is important for them to be aligned with the centre of excellence in technology space. We do not know how the future of technology space will move but we certainly know AI, would be the major theme around which technology debates will take place. Developments in say Structured Data on Commons, etc may, with the assistance of modern technology, promote innovation and research.

Q 3-1 What will change because of the Recommendation?

Machine-trained automated task may increase productivity and complement volunteer’s effort on say working with large archival database where language processing tools and Artificial Intelligence (AI) help with text categorisation, content analysis etc. The end-result can then help in deriving larger value from partnerships, improve Wikimedia eco-systems and also provides insights to partner institutions. We would develop a strategy to provide AI infrastructure (Wikidata and Wikibase) for knowledge domains such as libraries, scientific research, culture, etc. Improvements and further developments to the open-knowledge mission would require support and assistance of the efficient modern technologies. An example would be application of Wikimedia’s Objective Revision Evaluation Service (ORES) to work in the domain of Artificial Intelligence (AI) to say identify gaps on Wikimedia Projects and where so ever the partners can support in bridging(improving) them.

Modern technologies have remained distant and exclusive somewhere and its inclusion can promote a helping and supplementary hand in nurturing, developing and growing the present day partnership efforts.
