आंदोलन घोषणापत्र हे विकिमिडिया चळवळ च्या सर्व सदस्यांच्या आणि संस्थांच्या भूमिका आणि जबाबदाऱ्या परिभाषित करण्यासाठी एक प्रस्तावित दस्तऐवज आहे, ज्यामध्ये आंदोलनच्या शासनासाठी नवीन जागतिक परिषद मांडण्याचा उद्देश समाविष्ट आहे.

The Movement Strategy recommendation of “Ensure Equity in Decision-making” stated that a Movement Charter would:
- जागतिक परिषद, प्रादेशिक आणि विशिष्ट विषयाचे केंद्र, तसेच इतर विद्यमान आणि नवीन संस्था आणि निर्णय घेणार्‍या संस्थांच्या भूमिका आणि जबाबदाऱ्यांसह आंदोलनाच्या संरचनेसाठी मूल्ये, तत्त्वे आणि धोरणाचा आधार बनवणे,
- Set requirements and criteria for decisions and processes that are Movement-wide to be legitimate and trusted by all stakeholders, e.g. for:
- सुरक्षित सहयोगी वातावरण राखणे,
- आंदोलन-व्यापी महसूल निर्मिती आणि वितरण सुनिश्चित करणे,
- योग्य उत्तरदायित्व यंत्रणेसह संसाधनांचे वाटप कसे करावे याबद्दल एक सामान्य दिशा देणे.
- समुदाय एकत्र कसे कार्य करतात आणि एकमेकांना कसे जबाबदार आहेत हे परिभाषित करणे.

Those changes will be potentially made to avoid rushing the process, especially when consulting with the community and other stakeholders, which is hard to limit within a fixed timeframe.
