There isn't really any defined process to request removal of admin either. Rename filter 39 to "Creating very short new article"

Special:AbuseFilter/39's name displays wrong in abuse logs and on the filter page. I assume the purpose of the title is so that it can be shown to the user who trips the filter, however, the filter uses a custom message that doesn't display the name of the filter.
