Semi protect on every wiki

Not 100% sure if this is the right place, but couldn't find another help desk on meta.wiki. Is there a way for my talkpages to be semi-protected on all Wikimedia projects except for en.wiki (the only user talkpage I actually use)? There's a long term abuser/sockpuppet who's started doing cross-wiki annoyance on multiple language Wikipedias, sending random baity messages (Commons, French, Spanish, Tagalog today), and it'd be good to stop them on every project in one go. And is there a way to disable email notifications on every Wikimedia project in one go too? My Meta settings have email notifications when someone posts disabled, but that doesn't apply every time they post crap on my talkpage on other language Wikis. @Joseph2302: yes and no. There is no way to centrally apply protection on your talk pages, that would need to be done at respective wikis. What I have done is added your username into one of our anti-LTA global abuse filters, and that will apply on medium and small wikis and offer a layer of protection. For your email receipt settings, go to your preferences, then into your global settings, and you will see the control there. This is not really the right place however, the right eyes have seen it.  — billinghurst sDrewth 13:14, 8 July 2021 (UTC)

Question about why an account was blocked

Hello, this is likely not the right place for this posting, but if it is not, please tell me where it should be posted instead of simply removing it. The account Alcatel 144895534 was blocked on META for being a "vandalism-only account" and their only edit was "revision deleted" or "oversighted" (I do not know the difference). However the edit was to make a request for removal from the title blacklist, which can be seen on Simple English Wikipedia here. I am not this user, but I restored their edit after it was reverted by Billinghurst because I agreed with them that the page should be created. See on English Wikipedia: w:I Made a Game with Zombies in It!. I am mainly concerned that the edits were "revision deleted" or "oversighted", and the user was blocked, when they did not do any vandalism, Because I think there is a policy against those things. 50.30.176.21 16:36, 13 July 2021 (UTC)

It looked like typical troll behaviour in obfuscating text from a junk name, then an uncommented reversion by an IP is typical follow-up behaviour on numbers of pages. If the first post looked problematic, surely the subsequent actions can be seen as more suspicious. The user has been unblocked and I have made a comment to simpleWP  — billinghurst sDrewth 23:14, 13 July 2021 (UTC)
@Billinghurst: I do not know what you mean by obfuscate text, that is the real title of the video game. The user wanted to create an article on Simple English Wikipedia under that title, but it was blocked by the spam filter because there were too many exclamation points. This was the place to request exceptions to the spam filter. Please un-"revision delete" or un-"oversight" the revisions, because I think it was improper for it they were not vandalism. Thank you. 172.58.144.239 00:36, 14 July 2021 (UTC)
