Usage

1. First parameter is the mailing list name.
2. Second parameter (optional) is the list description.
3. archive parameter (optional) should be set to archive URL, only if archives are not hosted on lists.wikimedia.org/pipermail/
4. gmane parameter is the end of list Gmane URL, after http://dir.gmane.org/; or it should be set to “no” if Gmane is unavailable.
