What is the problem you're trying to solve?

(My English isn't really good. Please feel free to correct it !)

At least on French Wikipedia, a user can create a lot of accounts and if one of them is banned, can come back on the wiki with another one without problem if no one do a RCU binding the unknown accounts. It's unwholesome to try to analyse user behaviour in order to search for a banned one. You can see shadows of it everywhere. You can see that in this discussion on French Administrators' noticeboard. They're trying to guess wich banned user is hidden by the suckpuppet doing is POINT.

What is your solution?

When a user is banned from a wiki, allow the CU to check all the IPs and accounts associated to him and block them.
