What is the problem you're trying to solve?

(My English isn't really good. Please feel free to correct it !)

Some banned users, among them stalkers, continue to infuse their poison on Wikipedia IRC dedicated channels, at least on some French Wikipedia dedicated channels (see, for example, that discussion on the French Administrators' noticeboard).
For now, at least for French Wikipedia, IRC dedicated channels seems to be a kind of "no man's land/Wild West" where no Wikimedia rules apply.

What is your solution?

Apply Wikimedia projets rules on Wikimedia projects IRC dedicated channels. If a user is banned on a Wikimedia project, he must be banned on the dedicated channels of that project. If a user makes personal attacks on an IRC channel, he must be treated as if he has done them directly on the project, etc.
