Comment on this Grant Application

I personally strongly oppose to this grant for the following reasons.

• The grant applicant, TSVC1190, does not have a good standing in Qingdao, which is his local community, and even in entire China. The applicant has been expelled from almost all IM groups used by Chinese Wikimedians and banned from rejoining them permanently for harassing others and spamming. In addition, with an account registered in 2012, he has only 2000 edits and no significant contributions among all Wikimedia projects.
• As a Wikimedian, the applicant has impenetrable discrimination against Wikimedians from other regions. He claimed that when attending to meetups held by him, Taiwanese Wikimedians can only participate as editors of "Chinese Taipei", which is considered insult by most Taiwanese Wikimedians. Also, in an RFA voting in Chinese Wikipedia, he publicly declared that he "discriminate all Northeastern Chinese, but the candidate of that voting is the only exception". • This application obviously does not meet the criteria of WMF's guideline, for this type of fund is for "to travel to and participate in primarily non-Wikimedia events".

• I'm object to this budget too. User:TSVC1190 may not present the Chinese community, even the Qingdao community. His edits do not contribute to wikipedia significantly. That is, he has only edited for about 2,000 times, and have not created any qualified article or made an article be improved much. In addition, he is infamous in Mainland China community. • This user has held several parties for Wikipedians in Qingdao (zh:Template:青岛市维基媒体社群活动列表) but none are related to Wikipedia. This user abused his IM account such as spamming and harassing, and was banned from almost all active Chinese wikipedian groups. --175.167.154.2 05:26, 7 July 2017 (UTC)
