Follow-up questions, comments and observations from ESEAP Funds Committee and Programme Officer

Thank you for putting in a grant application. The following points are for your further response:

Programme delivery and innovation

1) The content contribution metrics seems modest (i.e. 450 wiktionary entries for 90 participants). Do also consider adding content contribution for Wikimedia Commons. Are there plans to consider/monitor content re-use for Wikimedia Commons? How do you assess quality of content contribution?

  • Upon reviewing the schedule and time allocation, we have estimated that each participant will contribute a minimum of 20 entries. Each workshop will have 30 participants at each location, with a total of 90 participants overall. We also think it could be beneficial to encourage participants to also contribute to Wikimedia Commons. This can include uploading media such as photographs, illustrations, and other multimedia content that can be freely used and reused within the Wikimedia ecosystem. Broadening the scope of contributions can enrich the overall content available and provide a more comprehensive learning experience for participants. Yes, there are plans to consider/monitor content re-use for Wikimedia Commons. However, our main focus is Wiktionary to encourage contributors to contribute their ethnic languages. We might add a short slot (1 hour) for teaching Wikimedia Commons to participants and monitor their content re-use by creating follow-up questions on how they use their content through Google Form. Ensuring the quality of contributions is vital. For Wiktionary entries, this could involve peer reviews, automated checks for common errors, and feedback from experienced editors. For Wikimedia Commons, quality assessment might include verifying the proper use of licenses, ensuring high-resolution uploads, and confirming that descriptions and metadata are accurate and informative. Engaging subject matter experts and providing detailed guidelines can also help maintain high standards.


2) How many ethnic languages are you focusing on for your project? Could you provide more details? Do these languages have existing wikimedia incubator projects? Have you also considered using Malay wiktionary and translating content from there?

  • The ethnic languages we intend to focus on are Semai in Perak, Iban in Sarawak, and Kadazandusun in Sandakan. This focus would be enriched if there are participants who speak other languages and can contribute to any Wikimedia projects. The languages mentioned earlier are minority languages in Malaysia and face the threat of extinction. For example, Semai is one of the indigenous languages spoken by the Semai people in Peninsular Malaysia. This Wiki Tour is seen as a support system for these languages to prevent them from being overwhelmed by modernization and technology, which increasingly erode the cultures of minority communities. Looking at the Wikimedia Incubator, both Semai and Iban languages do not have existing incubator projects. In this regard, translating content from the Malay Wiktionary would greatly aid in laying the foundation for the development of these languages within Wikimedia projects. As a volunteer-driven organization, initiating this project would not only add to the number of registered languages in Wikimedia but also contribute additional reference materials in various languages, thereby preserving these languages.


Growth and diversity

3) How do you plan to retain the interest and participation post events?

  • Conducting an edit-athon, which is a marathon to fill Wiktionary within a specific period.
  • Creating a WhatsApp or Telegram community with teachers and consistently updating the activities carried out by Wiki to involve teachers.
  • Encouraging teachers to create a Wiki Incubator or any other wikimedia project such as Wiktionary that focus on minority languages such as Semai and Iban languages so that Wikipedia of the languages of their own can be established.


Partnerships

4) What communication has already happened with the partner institutions mentioned?

  • Until now, only the Sarawak State Education Department (JPN Sarawak) has provided the official date for the Iban Language Dictionary Construction Workshop through Wiktionary Bahasa Melayu 2024, which will take place on June 14, 2024 (Friday). However, considering the travel duration, the workshop will be calculated from June 13 to June 15, 2024 (Thursday to Saturday). JPN Sarawak has also issued an invitation letter dated May 7, 2024, to facilitators from IPGM Kampus Kent. The Sarawak State Education Department has assisted in preparing the workshop venue and facilitator accommodation at Premier Hotel Sibu, Sarawak.

Are the 30 participants all teachers?

  • Yes

Would it be more efficient to work with partners located in your vicinity instead of focusing on partners that require interstate travel support?

  • Yes. We agree with the perspective. However, back to the objective of the Wikitour Project, it is to preserve endangered Ethnic Languages, especially within the country. This includes the Semai Ethnic Language in Perak and the Iban Language in Sarawak. This endeavor is associated with the Wiki Kent Club’s slogan: ‘If not us, then who?’. Considering that the Wiki club is still limited in Malaysia, this project can serve as a stepping stone to produce more skilled Wikipedians who can guide their communities in their respective states in the future.

How do you plan to sustain the partnership if there will be no budget for travel in the future?

  • If budget issues arise in the future, we will certainly strive to maximize current technology to maintain collaboration. However, it cannot be denied that face-to-face programs are more suitable because facilitators are able to guide the participant directly and ensure that each participant masters the input given.

5) Is the plan for all 18 organisers to travel to join the events?

  • No.

Is the core team included in the organisers?

  • Yes, these 18 organizers are the core team as well who plan, organize, manage and are trainers for the workshops that will be held at each location.

Could you provide more details on who is traveling to/supporting which event? You can add this to expense details of your proposed budget.

Budget

6) There is a request for a DSLR camera in row 35 of your proposed budget. Could you provide further details on why the camera is needed? And your community's policy on asset management?   • The request for a DSLR camera in our proposed budget is driven by several key needs. Previously, we relied on our institution's camera, which required a lot of complicated procedures before we could borrow it. A DSLR camera for our club is really necessary. While we all have phones, a DSLR camera undeniably produces higher-quality images and videos. The DSLR will be used for multimedia projects, historical and cultural preservation, and improving educational resources. It will help us meet professional quality standards, enhance community engagement, and provide visual evidence for reporting. Additionally, a DSLR will allow us to document events and activities more effectively, ensuring we capture moments in the best possible quality for Wikimedia Commons. This investment will significantly boost the impact and reach of our projects. of course we have asset management in the club, it can be referenced on this page: wiki kent club asset management


Documentation

7) Given this is the second grant that you are applying for, we would recommend that you set up a meta page to start documenting your group activities/ members/ reporting / asset pages etc. For example, this could be a subpage of Wikimedia Malaysia's meta page.

  • For more in depth knowledge, in fact we have already created a meta page to document all the programs that the Kent Wiki Club has done. All activities and programs that have been followed or organized have been documented through the writing of reports. In the meta page we have built, we have also included all the important information related to the club. For example are club organization charts, club members, assets and a list of programs that have been implemented.
  • Apart from that, we have also taken other initiatives to ensure that this Kent Wiki Club is better known to the public. How to do it? The proof is that we have set up a Wiki Kent Club account in the Instagram application as a way to document photos and showcase the club's progress to others. In this way, we can popularize the use of Wikimedia to other communities, especially to the Kadazandusun community, not only at the national level but also at the global level.

Note on grant funding amount

In your award letter/email, you may observe that the USD equivalent may be different from that floating exchange rate on Oanda. This is because (at the moment) we apply a pre-determined exchange rate for each grant as determined by the WMF Finance team. That said, I've published on meta the approved amount in your local currency and we can use that as a common reference point.

In the event there is surplus due to exchange rate difference or changes in plans etc, you can reach out to me to request for a reallocation (via email and on this talkpage) or to have the unspent funds deducted against a future grant.
