The proposal clearly aims to help with the important topic of indigenous languages in Taiwan, and has a clear scope.(TB) The original Taiwan languages are very important. Their grammar is completely different from Chinese. • experience of the project

vickylin77amis and Iyumu previously worked together with akamyccoco under the "NCCU ALCD" to visit various tribes in Taiwan, promoting the "Indigenous Language Wikipedia" project for Taiwan's indigenous peoples. In addition to our relevant hands-on experience, we have also learned and applied other Wikimedia projects, such as Wiktionary, Wikidata, and Commons. In 2022, we applied for the "Rapid Fund" with a project theme of "Temple Culture" to promote the Tâi-oân-ōe project. We utilized our free time on the weekend for activities such as setting up stalls, conducting interviews, and promotion. • rationale for hiring

The main team members are vickylin77amis, akamyccoco, and Iyumu. Currently, vickylin77amis and Iyumu are not working within the "NCCU ALCD" and are not located in the same area. We plan, promote, and organize activities during our respective evenings and weekends. We have realized that there are numerous administrative tasks within the team that require attention during regular working hours. To ensure the sustainability and continued collaboration of the team without affecting our individual jobs, it is crucial to hire part-time personnel to assist with administrative and promotional tasks on a monthly basis. vickylin77amis is currently a Ph.D. student and has more available time to assist with administrative matters, fund disbursement, and community management, among other responsibilities. Therefore, hiring vickylin77amis as the primary administrative staff and another part-time promotional staff is planned upon project approval. Even with the need for two part-time staff members, the costs for their employment are significantly lower than Taiwan's 2024 minimum monthly wage of 27,470 NTD per person, making the hiring costs well within a reasonable range. • The greatest challenges we face are twofold: firstly, many elders face limitations in their writing abilities, making it difficult for them to make substantive contributions. Secondly, most people have limited knowledge and application of other Wikimedia projects such as Wiktionary, Wikidata, and Commons.

To address these two challenges, we prioritize the preservation and promotion of Tâi-oân-ōe language and utilize events to assist Taiwan's indigenous communities in participating in other Wikimedia projects. This collaborative effort aims to preserve the voices and words of the elderly.

• During our team's event organization and project promotion, we've found that it requires a substantial amount of time, staff, and financial resources. The "Rapid Fund" offers a maximum of $5,000 in funding, while the "General Support Fund" provides the opportunity to apply for more funds, making it a more practical choice.

Furthermore, to ensure the team's sustainability and ongoing promotion, even though we lack experience in applying for the "General Support Fund," we still aspire to challenge ourselves and venture into new projects. Our goal is to promote Wikimedia projects in the long term.

• While working at "NCCU ALCD," vickylin77amis, akamyccoco, and Iyumu collaborated with WM Taiwan on several occasions, primarily in connection with Wikipedia projects. We have had great cooperation experiences with WM Taiwan.

The following three points are what we believe WM Taiwan can offer in terms of support. 1.WM Taiwan has a considerable pool of human resources that can assist our team with technical aspects related to Wikimedia. 2.WM Taiwan can provide us with promotional experience for other media projects. 3.WM Taiwan can offer insights into future trends and key initiatives in Wikimedia, facilitating our learning of new knowledge.

• Our previous experience with executing "Rapid Fund" projects primarily focused on event promotion. We often encountered individuals attending events for the first time, which made it challenging to make significant contributions in terms of data.

Currently, our set target values are Wiktionary 200, Wikidata 200, and Commons 300. These are benchmarks that vickylin77amis, akamyccoco, and Iyumu are committed to achieving. Additionally, we hope that during the project promotion period, the overall results can surpass the set targets by more than two-fold.

• Our Wiktionary project primarily aims to update Tâi-oân-ōe with a focus on "Temple Culture." Temple culture is a distinctive religious and cultural feature in Taiwan, with many people actively participating in related activities such as processions and religious rituals. While most Wikimedia-related projects in Taiwan are written in Mandarin Chinese, very few people write in Tâi-oân-ōe, which is why we want to focus on Wiktionary.

• In addition to conducting regular workshops and edit-a-thons, we also organize promotional events in various regions each season. In Taiwan, most indigenous peoples are familiar with Wikipedia but are less aware of other Wikimedia projects. Currently, the indigenous language Wiktionary needs to be developed in the Wikimedia Incubator. Through our promotional activities, we hope to assist indigenous communities in promoting the indigenous language version of Wiktionary. Since the editing process in Wiktionary is similar to Wikipedia, indigenous people may find it easier to learn and operate. The promotion of indigenous Wiktionary will primarily focus on topics familiar to indigenous communities, such as "indigenous animals, plants," "religious rituals," and so on.

• Tâi-oân-ōe: vickylin77amis is based in Yilan (Taiwanese), akamyccoco is located in New Taipei (Taiwanese), and Iyumu works in Nantou and Tainan (Taiwanese and Paiwan language). Each of us primarily focuses on our respective regions.

Indigenous Languages: Taiwan currently has 16 indigenous groups with 43 languages, and these languages are relatively complex. Considering the current capacity of our team, we prioritize cooperation in Hualien (Sakizaya language) and Pingtung (Paiwan language). For other indigenous languages such as Amis, Seediq, Atayal, or others, we will adjust based on project needs.

• Regarding event operations: We aim to hold at least one "One-Day Editing Event" each season. In addition to promoting Wikimedia projects, on the day of the event, we engage in actual editing on Wiktionary, Wikidata, and Commons. The themes for these events include seasonal rituals, religious activities, Mother Language Day, and various holidays. If there are indigenous peoples from Taiwan participating in the event, we provide assistance with related editing.

• Regarding target languages: In addition to Tâi-oân-ōe, the indigenous languages of Hualien (Sakizaya language) and Pingtung (Paiwan language) are prioritized for collaboration. For other indigenous languages such as Amis, Seediq, Atayal, or others, adjustments will be made based on project requirements.

• Our experience: Vickylin77amis and Iyumu previously worked with akamyccoco under "NCCU ALCD," where they traveled to various tribes in Taiwan to promote the "Indigenous Language Wikipedia" project for Taiwan's indigenous peoples, gaining relevant execution experience. They have also applied for the "Rapid Fund" to execute the Tâi-oân-ōe "Temple Culture" project. In addition to their experience in promotional activities, they have visited temples, conducted interviews with elders, and made updates on Wikimedia projects.
• About our team operations: Each team member has specific responsibilities. Akamycoco is responsible for hosting monthly meetings and planning each season's activities. She possesses intermediate proficiency in Sakizaya language, enabling her to support the Sakizaya language Wikimedia project. Vickylin handles team administrative tasks, manages financial matters, and reports on the financial operation status. She studied Amis during her university years, making her capable of assisting with the Amis language Wikimedia project. Iyumu primarily focuses on workshops and the promotion of international affairs and has been studying Paiwan language to date, enabling her to support the Paiwan language Wikimedia project. Additionally, we will hire temporary personnel as needed to assist with event activities.

• About expenses of 20.1: The 321,000 NTD is divided into three parts. The first part consists of the fixed monthly salaries for two part-time personnel, totaling 216,000 NTD. The second part is the instructor fees of 30,000 NTD for conducting 15-hour workshops, and the third part includes hosting fees of 60,000 NTD and part-time staff expenses of 15,000 NTD for events.

• Regarding monthly activities:

1.Monthly regular meetings are conducted to report on work progress and financial execution status. If activities are organized in that month, relevant deficiencies are also reviewed. 2.At least once a month, a visual and reading workshop for Wikisource is held. The content of these workshops is used to add relevant vocabulary to Wiktionary and Wikidata.

• the selection process for the Promotion Specialist:

We plan to collaborate on the indigenous languages of Sakizaya and Paiwan. To reduce "inequalities based on age, knowledge, region, and gender" and to consider minority groups, we prioritize the hiring of Sakizaya or Paiwan elderly women as promotional officers (aged at least 50 years). The main role of the promotional officers is to assist in expanding the target audience. We aim to involve more elders in Wikimedia projects, and we have already identified suitable candidates through recommendations from indigenous community members.

• About language proposals:

In Taiwan, there are very few people who can write Wikimedia projects in Tâi-oân-ōe. For example, in 2023, there were only 10 monthly editors on zh-min-nan.wiktionary. Our language proposal involves writing in Tâi-oân-ōe for the editing of Wiktionary and Wikidata related to "Temple Culture." During event activities, we emphasize preserving "the voices of elders" or adding captions in Tâi-oân-ōe to Commons. We also hope to attract more individuals interested in "Temple Culture" to join the editing efforts.  Within the framework of this language proposal, we will also organize promotional events in various locations in Hualien and Pingtung every season. The goal is to actively involve more indigenous people in Wikimedia projects, collectively preserving "the voices of elders," creating captions in indigenous languages, and incubating indigenous language versions of Wiktionary. Thank you for bringing out this issue. Unfortunately, we can only contribute on “nan” sites of wiki projects which are even shown as “zh-nan” now. Instead of using the common language name, Tâi-oân-ōe (Taiwanese), only Minan languages (Bân-lâm-gú) are seen on the pages of wiki projects. As we know many Taiwanese community members are not willing to contribute under the “Minan” projects. Before moving to the Language Committee requesting a new language project, we decided to first work under the category of Taiwanese on the “nan” language site. For example, we’ve been editing pages under the category of Tâi-oân-ōe on Minan Wiktionary. This is the only way to recruit more participation from the Taiwanese community. -- iyumu

The ESEAP Regional Committee and Staff have thoroughly reviewed, discussed and deliberated upon your application and made the decision to fund you at 331,650.00 TWD for the grant period 1st January 2024 to 31st December 2024.

Here are a few points to note;

• We see an opportunity for you to continue working on a smaller scope to support experimentation, assessment and validation of what projects and approaches work best to support addressing the challenges you see in the preservation of the languages you are focusing on.
